2 ARRA & HITECH HITECH Act Health Information Technology for Economic & Clinical Health Act Title XIII and Title IV of the ARRA stimulus package focus on supporting widespread adoption of health information technology. ARRA American Recovery & Reinvestment Act $787 Billion federal stimulus package passed by Congress and signed in February 2009.

3 EHR Incentive Programs Incentive payments through Medicare and/or Medicaid support certain hospitals and professionals in adopting “certified EHR technology” Different eligibility criteria, payment calculation, etc. For Medicaid, professionals receive $21,250 in year 1 with a documented effort to “adopt, implement, or upgrade” $8,500 in subsequent years For Medicaid, hospital payments vary based on a calculation that takes into account inpatient volume and other criteria Benchmark of $2 million (over 3 years); amounts vary significantly

Missouri Registrations 2800 professionals and hospitals have registered with CMS to apply for Missouri’s EHR Medicaid Incentive Program (04/20/12): o 125 hospitals o 1790 physicians o 660 nurse practitioners o 185 dentists o 40 midwives and physician assistants 2466 providers have accounts on Missouri’s portal; 52% have completed attestations: o 404 have received payment; 144 have future payment scheduled o 16 are pending payment, awaiting final CMS approval o 870 more have submitted attestations (20 EHs, 850 EPs) 5

Important Dates - 2012 January 2012 Medicaid only Eligible Hospitals can submit MU attestation for FFY 2012 (3 months data) Dually eligible Hospitals can submit 1 st year MU attestation for FFY 2012 (3 months data) March 30, 2012 The last day for Eligible Professionals to submit AIU attestation to receive a Medicaid EHR incentive payment for Calendar Year 2011 April 2012 Eligible Professionals can submit MU attestation for Calendar Year 2012 (3 months data) October 2012 Dually eligible Hospitals can submit 2 nd year MU attestation for FFY 2012 (12 months data) 8
