2005 CEN – all rights reserved market surveillance and confidence in marking One finding "Lack of market surveillance also reduces the confidence in the CE- mark since products might be CE marked and circulate freely on the internal market even if they are not safe or in compliance with relevant directives. This leads to a situation where room is given to other labels, private and/or national, that require costly third party certification for manufacturers. Those labels are often owned by one single company which means that the manufacturer must use a certain test house to get access to a certain market.
