Highlight the requirements of the Uniform Guidance: 2 CFR.200.430 Review the University Policy Clarify your responsibilities in the process Through awareness, minimize the financial risks to you, your department and the University

Maintain an accurate payroll distribution system Provide periodic, after the fact effort reports for review and certification Sponsored activities Non-sponsored activities Document the following activities: Research, Instruction, Public Service Non-sponsored research, Administration Teaching Clinical (HSF)

Document the following activities: 100% University Effort Regardless of hours worked within the certification period Effort commitments as proposed and awarded Paid by the sponsor Cost shared by the University Payroll charged to external sponsors is commensurate with University Effort Reasonable reflection of effort toward specific activities, sponsored and non-sponsored

A precise assessment of factors that contribute to costs is not always feasible, nor is it expected. Reliance, therefore, is placed on estimates in which a degree of tolerance is appropriate.”

Due Diligence in exercising your responsibilities to include : Understanding principles, polices and procedures Ensuring commitments of effort are accurately reflected Complying with sponsor requirements regarding significant reductions in effort Directing corrections to payroll expenses due to changes in effort Certifying periodic effort reports in a complete and timely manner Responding to inquiries of reviewers Documenting 100% of University Effort provided : Your own Individuals under your direction (student, staff, wage)

Authorized Certifiers: Employee or Principal Investigator for whom report was created Person having firsthand knowledge Person using a suitable means of verification Instances of non-compliance: Project placed on hold Salary removed from sponsored project to other sources of funds Indicates a failure to follow institutional practices Shared Responsibility: Principal Investigators/Faculty/Certifiers Effort Reporting Coordinators Department Chair/Division Head Director of Outreach and Compliance in the Office of Sponsored Programs
