3 3 Coordination of Grants Massachusetts received: –2008 LDS grant –ARRA LDS grant –Race to the Top –Teacher Incentive Fund Immediate need to focus on a comprehensive approach to the IT/Data projects in each of the grants Thank you to the USED!

4 4 P-20 Database and BI System What would happen first? 1.The NFL Lockout would end 2.The U.S. debt crisis would be resolved 3.The Massachusetts education agencies would sign an MOU allowing them to share data for a P-20 database

5 5 P-20 Database and BI System July 22, the three agencies agreed to terms on Memorandum of Understanding for the three education agencies to share data Executive Office of Education as a contractor model Also signed a contract on the same day with Collaborative Consulting with PCG as a subject matter expert to build the system

6 6 P-20 Database and BI System Build a access for 1,000 state level policy makers and 80,000 educators at the LEA and School levels Assign a unique identifier to all children/students in the three education agencies Work with other agencies to incorporate the SASID into their data systems Work with Teaching and Learning System team to integrate projects

7 7 Schools Interoperability Framework (SIF) Mandatory for all RTTT districts Use of Teaching and Learning system dependent on adoption of SIF Moving to statewide implementation by 2013-14 92 districts will submit their October 2011 data via SIF

8 8 SIF Lessons Learned Engage vendor community immediately SIF as a tool not a requirement Reduction of burden = reduction of jobs? Vendor pricing

9 9 Teacher Evaluation Regulations passed by the Board of Education on a new teacher evaluation system Incorporates multiple measures including student achievement Getting from TSL to TOR Evaluating options on how to collect multiple data points required by the new regulations

10 10 Early Warning Indicator System (EWIS) Moving from statewide to STATEWIDE Moving beyond risk levels to outcome measurements Moving from MA ESE based to research based Moving from Excel to the BI system
