2 Challenge of rural areas Constant outmigration of labour and young people reduces the possibilities for re-occupation of human resources, deepens the low exploitation of existing infrastructure and therefore reduces the abilities of independent operation of those areas.

3 Rural areas Rural area comprises 82 % of the territory of Estonia 48 % of population is living in rural areas.

5 Opportunity well integrated Kõpu villages on island of Dagö. Dagö is summer residence of musicans, composers and others Tenfold villages on Kõpu peninsula Village history books have been published Yearly village days arranged by one village where residing musicians contribute with perfomances.

16 Specific objectives are: To improve the competitiveness of the enterpreneurs To promote social inclusion To better use area specific possibilities, To find innovative solutions on local context. To improve local governance through involving different actors

18 LEADER There are 26 local action groups in Estonia. 100 % of rural area is covered

20 LEADER measure is divided into 4 sub- measures 1.Preparation of LEADER strategy 2.Implementing Local Development Strategy. 3.Co-operation 4.Animation and running cost of LAG

21 Beneficiaries: Enterpreneurs, Local governments, NGO-s Local Action Groups, foundations and 4 museums which are not NGO-s.

22 Maximum support and support rates: Maximum support up to 200 000 euros for one project. For profit-making investments up to 60 % For projects not making any profit 90%
