2 JAPAN 2010 33rd APEC Transportation Working Group, Tokyo, Japan, October 10-14 2010 Why propose this project? Background Globalization, international food trade volume increase rapidly. A lot of works done for improving the supply chain efficiency, e.g. EDI, visual recognization, container tracking, E-tags. More attention on supply chain Security were raised. Goal The goal of this proposed project is to assess the feasibility to establish a network among APEC economies to monitor the supply chain security for transport of containers, with a particular focus on food containers. 3 JAPAN 2010 33rd APEC Transportation Working Group, Tokyo, Japan, October 10-14 2010 The function of the network When established, such network can collect and share critical security information on food containers being transported, including the time, location and by whom the container is sealed, records of the real time locations of the container and whether the container or its content has been compromised. This information will help to ensure food containers can be transported between the economies safely and securely. When an incident does occur (e.g. illegal tempting to the containers or its content being compromised), information can be relayed to appropriate authorities quickly and actions be taken to rectify the problem. 4 JAPAN 2010 33rd APEC Transportation Working Group, Tokyo, Japan, October 10-14 2010 Previous findings WTI undertook and invloved several pilot projects with the aim to establish an internal monitoring network in China to improve transport safety and security by working together with enterprises along the supply chain of dangerous cargo containers and food containers. Although only limited success has been achieved so far, these pilot projects clearly demonstrated that the full potential of a monitoring network can only be reached at an international scale through the cooperation of international supply chain communities. 5 JAPAN 2010 33rd APEC Transportation Working Group, Tokyo, Japan, October 10-14 2010 2009-2012, China-Canada Joint Research Program on Advanced Technology Applications and Supply Chain Management, this project mainly focus on technology research, study which technology can be applied on monitoring security of supply chain better. 2009-2010, the APEC project “Secure and Smart Container Development for Intermodal Transport”, This project aims to introduce Secure and Smart Container (SSC) concept, function, standard structure and application model. 6 JAPAN 2010 33rd APEC Transportation Working Group, Tokyo, Japan, October 10-14 2010 Objectives –Conduct an environmental scan of regulatory requirements and practices of monitoring food supply chain security among the APEC economies. Research strengths and weaknesses of any existing monitoring networks or systems. Investigate the demand for information on food supply chain security and identify any problem and impediments for monitoring food supply chain security. –Develop feasible suggestions for establishing a region-wide monitoring network for food supply chain security among APEC economies. Develop and provide feasible suggestions on what a monitoring network would look like and how such network would be implemented and managed by APEC economies. Page 6

7 JAPAN 2010 33rd APEC Transportation Working Group, Tokyo, Japan, October 10-14 2010 Objectives –Conduct a case study for monitoring food supply chain security between China and other APEC members. –Hold a seminar to review and debate the study findings after the case study is completed so that the suggestions can be refined and a consensus can be achieved –Propose policy recommendation for food supply chain security. 8 JAPAN 2010 33rd APEC Transportation Working Group, Tokyo, Japan, October 10-14 2010 Methodology -investigate current situation of food transport security in the form of questionnaire, field survey, developing and developed economy members will both be considered. -Analyze existing problems and good experiences based on investigation and research. -Network model study, physical structure, data definition, operation model etc. -Case study of monitoring network for food transport security between China and Canada. -Hold seminar to discuss conclusion. 9 JAPAN 2010 33rd APEC Transportation Working Group, Tokyo, Japan, October 10-14 2010 Methodology The project will be carried out in four phases : –Phase I (Jan 2011-April 2011): Study on the current situation of supply chain security in APEC economies. –Phase II (May 2011-July 2011): Research the potential models and network platform for monitoring food supply chain security. –Phase III (Aug. 2011-Oct. 2011): A case-study on food supply security, hold a joint seminar in China; –Phase IV (Nov.2011 — Dec. 2011): Conclusions and suggestions. 10 JAPAN 2010 33rd APEC Transportation Working Group, Tokyo, Japan, October 10-14 2010 Page 10 Beneficiaries APEC and Non-APEC economy members investigated will be participants of project to put forth their suggestion and conclusion of supply chain security monitoring, investigation content will be a part of overall report, they will not only be providers of information, participants of making policy, but also assessors of output. Shipping lines, shippers and ports will be engaged in this project and share the outputs. The output is helpful to strengthen monitoring level of food transport security, which would be of vital significance to make sure people’s safety and healthy.
