Open Days ROMA, July 4 2006 SELF-EVALUATION OF THE ITALIAN OBJECTIVE 1 2000-2006 CSF In self-assessment personnel of central evaluation unit facilitate discussions on the coherence of project (or action) selection with the strategy During the discussion some projects (or actions) obtained more consensus to be implemented Other projects were contrasted and their original role inside the program reduced, BUT : ….

Open Days ROMA, July 4 2006 SELF-EVALUATION OF THE ITALIAN OBJECTIVE 1 2000-2006 CSF …The effectiveness of the exercise was seriously affected by: – the quality of planning (I.e. problem: not strategic structure of measures), and –the behaviour of MAs (more or less interested in learning; more or less prompt in listening to “bad news” and in acting to change)

Open Days ROMA, July 4 2006 SELF-EVALUATION OF THE ITALIAN OBJECTIVE 1 2000-2006 CSF What was successful: –Both the evaluation unit and the OP MAs had an high interest in conducting the exercise –It was a very relevant effort to gather a large amount of information in a very short time, with few costs (only travel expenses of Evaluation Unit members & other CSF MA staff) –As a result, the internal knowledge of what was going on within the Structural Funds increased dramatically in only two months

Open Days ROMA, July 4 2006 SELF-EVALUATION OF THE ITALIAN OBJECTIVE 1 2000-2006 CSF What was unsuccessful “Risk” of political abuse of the exercise to merely justify reallocation of economic resources already decided by the OP MAs. The argument in favour of time of spending often frustrated the strategic appraisal (political use of the N+2 rule) Lack of (external) use: accurate individual reports for each sector and Region were written, but they have been used only within the CSF administration (DPS and MAs) Synthetic judgement (+, -, =) proved sometimes to be relatively difficult to apply to strategic appraisal after a “ten minutes hot discussion”
