4 GroupChair & MembersRemit & ResponsibilityComments Regional Planning Group Cllr Steve Reed - Chair Mary Vine-Morris – RPG Director Local Authorities YPLA Skills Funding Agency London Development Agency Employers, Providers, LSEB The London Regional Planning Group (RPG) operates on behalf of the 33 London boroughs in accordance with the London proposals for 14-19 education and training agreed with the Department for Children, Schools and Families (now Department for Education). It is subject to London Council Governance. Responsible for approving strategy, specifications and programme implementation – for recommendation to Skills Funding Agency CFO Board and LDA Board Ensures all London ESF 14-19 aligns with LA priorities and addresses gaps in need. Mary Vine-Morris represents the RPG on the Skills Funding Agency CFO Board. Group will manage conflict of interest process and maintain a record. Any members bidding for funding will declare a conflict of interest and will not take part in decision making. ESF Steering Group (sub group of the RPG) Wendy Forest (Tower Hamlets) – Chair Local Authorities London Development Agency Skills Funding Agency YPLA GLA RPG Ensure the development and implementation of the London ESF Priority 1.2 Youth (14-19) Programme 2011-13 is aligned with the Local Authority commissioning responsibilities for 16-19. Responsible for agreeing Youth specifications and programme implementation – for recommendation to RPG Conflict of interest will apply where detail of specifications is shared. Any members bidding for funding will declare a conflict of interest and will not take part in decision making regarding recommendations. ESF Task & Finish Group – reports into the ESF Steering group Jo Baty (Redbridge) RPG Local Authorities(14-19 teams) Skills Funding Agency YPLA London Development Agency Contribute to the specifications for the Priority 1.2 ESF activity for young people not in employment, education or training. Required to ensure recognition of the statutory duties of local authorities with respect to the strategic commissioning of 16-19 Responsible for providing high level direction including priorities, area needs and geography recommended to steering group and for consideration by the YPLA. Conflict of interest will apply where detail of specifications is shared. Group can provide specialist knowledge of gaps and alignment with Local Authority 16-19 commissioning. None of the members or their organisations will submit an ITT in there own right.
