1 NEW JERSEY LITTLE LEAGUE 2015DISTRICT4TOURNAMENT

2 BE AWARE OF SAFETY ISSUES While teams are warming up, the player acting as the catcher and / or the player warming up the pitcher must be wearing a catcher’s helmet with the proper dangling throat protector. No coach can warm up the pitcher.

3 WHEN YOU ARRIVE AT THE FIELD Arrive 1 Hour Before Game Time Check in with site manager and give site manager your affidavit for review Site Manager will Flip for Home and Away Teams Put out your team’s equipment out for inspection (all helmets, bats and any catcher’s gear )

4 AFFIDAVITS All teams will submit their affidavits to the Site Director 1 hour prior to each game upon arrival. Make sure after each game, before signing all information is correct. (Names of pitchers, pitch count and scores)

5 SITE DIRECTORS Please report any infractions from your games A.S.A.P. to Cesare Papetti D.A. at 201-694-8657

6 MEDICAL RELEASE FORMS Each manager MUST have, in his or her possession at all times, a medical release form that has been signed by the parent or legal guardian for each player listed on their team’s eligibility affidavit. 7 CONDUCT Any Player, manager, or coach that becomes involved in any form of misconduct, on or off the field, before, during or after the game, may be dismissed from the tournament. Such activity and the person or persons involved will be reported to the District Administrator, who will notify the Little League Headquarters Charter Committee, and the team’s League President.

8 The Team’s manager or acting manager is solely responsible for his or her team’s uniforms, equipment and actions at the game site. All players must be in full uniform All players must be in full uniform. All uniforms must have affixed to them the Little League approved patch.

9 Only the team’s Manager, and Coaches and the team’s Players who are listed on the official tournament eligibility affidavit are permitted in the dugout, or on the playing field before or during or after the game. Only the team’s Manager or the team’s listed Coaches are permitted to communicate with each other or with the team’s player’s or to direct the player’s actions during the game.

10 Medical alert items ARE PERMITTED No Jewelry will be allowed on the playing field regardless of the type of material it’s made of, this includes earrings, necklaces, rings, watches, etc. Tobacco/Tobacco products are not allowed at the field, dugouts or on the playing field.

11 FIELD TIME 1 st Game Home team gets the field 1 st 30 minutes before game time for 10 minutes. Away team gets the field last 20 minutes before game time for 10 minutes. Ground crew gets the field. 10 minutes before game time Umpires and Managers go over ground rules and then announcements.

12 FIELD TIME 2 nd Game Home team gets the field 1 st 30 minutes before game time for 10 minutes. Away team gets the field last 20 minutes before game time for 10 minutes. Ground crew gets the field. Umpires and Managers go over ground rules etc..

13 Both teams will line-up along the base lines prior to the start of the game for the National Anthem and the Little League and Volunteer Pledge’s

14 PITCH COUNT A site official will keep the Official Pitch Count. At the end of ever half inning and at the time of a pitching change, the count will be announced. However, it is solely the team ‘s manager’s or acting manager’s responsibility to keep the correct pitch count and to remove the pitcher when the count has been maxed out.

15 INTENTIONAL WALK (no verbal, OR automatic intentional walk) Pitcher must pitch four pitches intentionally outside the strike zone that are not struck by the batter and that are called “Balls” by the Umpire. All such pitches will count in determining that pitcher’s pitch count.

16 PITCH ILLEGAL OR BALK An Illegal Pitch or a Balk will count towards the Pitcher’s Pitch count whether the ball was released or not. There is no Balk in Little League and under but there can be an illegal pitch. Examples: Quick Pitch, Not completing the delivery once the motion to pitch has been started, Throwing to a base to make a play before disengaging from the rubber.

17 ON DECK BATTING POSITION Little League and under: On Deck Batter with a bat in hand is NOT Allowed ! ( An On Deck batter may be allowed in a secured On Deck area with helmet on but with NO bat in hand) Only the lead-off batter is permitted outside the dugout with a bat between half-innings on his side of the field 50/70 Division and above: The On Deck with a Bat restriction does not apply…

19 EQUIPMENT 12 and under: NO Metal Cleats Long or Short Model Chest Protector Protective Cup for male catchers Catchers helmet with “NOCSAE” seal and Dangling Throat Protector properly attached with Six (6 minimum) “NOCSAE” approved batting helmets (No Decals or Stickers unless approved by manufacture)

20 LEGAL CATCHES Catch Must be made while both feet are on or over Playable territory, control must be maintained. A catch is considered made even if the players momentum carries him or her across and into Dead Ball Territory. If the player remains on his or her feet the ball remains live and playable. However, if the player falls into Dead Ball Territory the ball becomes Dead and base award is made.

21 APPEAL PLAYS Can only be made when the Ball is Live Can be made by tagging the runner or the base If multiple runners have crossed a base the player must announce to the umpire specifically on whom the appeal is being made.

22 APPEAL PLAYS (CONTINUED) If the Ball is Dead, the Ball must be made Live before an appeal can be made. Runners may advance or be put out subsequent to or during the process of making the appeal.

23 SUSPENDED GAMES Any game in which a winner cannot be determined in accordance with the playing rules shall be resumed from the exact point at which it was suspended regardless of the number of innings played. Except: If the first inning is not completed the game will be replayed from the beginning and all records, including pitching, will be disregarded…

24 COURTESY RUNNERS Tournament Play for all Levels A Courtesy Runner for a Pitcher, Catcher or any other Player is NOT ALLOWED. You can use a Sub or,You can use a “Special Pinch Runner” (a player not in the line-up) only 1 time per player in the line-up.

25 UMPIRE FEE $60 per team Please give it to the Site Director with the Affidavit before the game. 9’s $30 per team.
