5 Performance Measures Homeless Emergency Shelters Reduction in unsheltered homeless population in CoC Reduction in recipient's average length of stay in shelter Percent of persons exiting shelter who transition to permanent housing Percent of persons exiting who leave with employment income Percent of persons who exit and return to homelessness within 3 months 5

6 Performance Measures Street Outreach Percentage of clients assessed who are placed into housing Reduction in number of unsheltered homeless in CoC Reduction in average length of time of the person's homeless episode Percent of persons assessed who were able to receive food stamp assistance 6

7 Performance Measures Prevention and Re-Housing Reduction in the number of households with children who are homeless in CoC area At least 35% of the participants served remain in permanent housing for 6 months following the last assistance from the grant 7

8 8 Performance Evaluation with CoC Areas Florida is working toward implementation in June 2014 for 2011 and 2012 ESG subrecipients. 2013 Consultation with CoC's Begin to establish the baseline for an evaluation process

9 Performance Evaluation Has your CoC established performance measures for each eligible ESG component? Range: 20% (Outreach) to 55% (Emergency Shelters) Has your CoC adopted a method by which it will evaluate ESG performance? Just over half of the CoC’s responding have adopted a method. What data sources will you use? HMIS (67%), Sub-recipient Reports (55%), Audits (10%) 9 2013 Consultation Questions
