Structure of Civil Society  How strong is Civil Society in the following? 1.1 Breath of citizen participation 1.2 Depth of citizen participation 1.3 Diversity of civil society participants 1.4 Level of organization 1.5 Inter-relations 1.6 Resources  Overall ， the Structure is weak. (Score: 1.2)

3. 1.1 Breadth of citizen participation  Limited to Medium (Score: 1.6)  Many people make donations.  More people now participate in non- partisan political action.  But the number of people joining CSO or engaging in volunteering or collective community action is not high.

4. 1.2 Depth of citizen participation  Limited (Score: 0.7)  Amount of donation is low for many donors.  Hours of volunteering and number of collective community action participated in are not high.

5. 1.3 Diversity of civil society participants  Most groups are represented by not equitably (Score: 1.5)  CSOs represent most significant social groups.  But vulnerable groups are under- represented in CSO leadership.

6. 1.4 Level of organization  Not very organized (Score: 0.8)  Few umbrella bodies, and existing one not that effective.  Self-regulation efforts can still be improved.  Support infrastructure and international linkages are not strong

7. 1.5 Inter-relations  Moderate (Score: 1.5)  Level of communication between CSOs is moderate.  CSOs from different sectors however are sometimes able to cooperate and form alliances around issues of common concern.

8. 1.6 Resources  Quite poorly resourced (Score: 1.0)  Still inadequate in financial. Human, Technological & infrastructural resources.
