1. Structure of Civil Society How strong is Civil Society in the following? 1.1 Breath of citizen participation 1.2 Depth of citizen participation 1.3 Diversity of civil society participants 1.4 Level of organization 1.5 Inter-relations 1.6 Resources Overall , the Structure is weak. (Score: 1.2)

1.1 Breadth of citizen participation Limited to Medium (Score: 1.6) Many people make donations. More people now participate in non- partisan political action. But the number of people joining CSO or engaging in volunteering or collective community action is not high.

1.2 Depth of citizen participation Limited (Score: 0.7) Amount of donation is low for many donors. Hours of volunteering and number of collective community action participated in are not high.

1.3 Diversity of civil society participants Most groups are represented by not equitably (Score: 1.5) CSOs represent most significant social groups. But vulnerable groups are under- represented in CSO leadership.

1.4 Level of organization Not very organized (Score: 0.8) Few umbrella bodies, and existing one not that effective. Self-regulation efforts can still be improved. Support infrastructure and international linkages are not strong

1.5 Inter-relations Moderate (Score: 1.5) Level of communication between CSOs is moderate. CSOs from different sectors however are sometimes able to cooperate and form alliances around issues of common concern.

1.6 Resources Quite poorly resourced (Score: 1.0) Still inadequate in financial. Human, Technological & infrastructural resources.
