Community Planning Scale: between comprehensive (e.g., General Plan) and site-specific (e.g., master plans) Stakeholders: residents, community organizations, landowners, businesses, agencies, etc. Scope: comprehensive but focused by community priorities Process: participatory with appropriate roles Outcome: create conditions for asset building and financial empowerment

Prospects for Asset Building and Financial Empowerment Preserve a range of assets: natural, cultural, community, economic Policies and policy maps: Protect the shoreline, watershed, forests, and cultural sites Protect access, particularly for nā ‘ohana economy Preserve village/town integrity & character Acquire vulnerable assets
