UNECE Statistical Division2 UN Statistical Commission /1 Adopted the 2008 System of National Accounts (2008 SNA): Encouraged Member States to gradually implement the standards Proposed a global implementation strategy: Insisted on a “modular” implementation of the 2008 SNA, the improvement of basic economic statistics and to enhance consistency across sectoral economic statistics Requested the ISWGNA to provide guidance in the implementation of the 2008 SNA Taking into account the different levels of statistical development of countries and the implementation of other statistical standards such as the BPM6, the IMTSM, the MSITS, ISIC4 and CPC 2

UNECE Statistical Division3 UN Statistical Commission /2 Stressed the linkages between the 2008 SNA and the GFSM Importance of updating the GFSM to the newly adopted economic standards (e.g. 2008 SNA and BPM6) and implement it consistently at national level Empowered UN Regional Commissions UN Regional Commissions should develop (sub-)regional implementation plans with the support of regional advisory boards and in coordination with other multilateral organisations and bilateral partners National implementation plans and programmes UN Regional Commissions, other multilateral organisations and bilateral donors should support less advanced Member States to develop and execute a national implementation programme (Master Plan)

UNECE Statistical Division5 UNECE Recommendations The UNECE developed a set of recommendations for the implementation of the 2008 SNA in EECCA and SEE countries According to the mandate received from the Statistical Commission In coordination with major international organisations and other stakeholders In consultation with the countries through various workshops and seminars Based on the results of 2 surveys: 2010 – current status of the implementation of the 1993 SNA and 2012 – implementation plans for the 2008 SNA Outcomes and recommendations from Global Assessments of National Statistical Systems

UNECE Statistical Division6 UNECE Recommendations – Stage 1 Developing national implementation strategies and action plans for the implementation of the 2008 SNA: Consultation with the main stakeholders: Users: prioritisation of needs Data providers: availability and quality of basic data Other producers of official statistics: coordination of the implementation process Development of national plans (strategies) for the implementation of the 2008 SNA To be incorporated into multi-annual (strategic) statistical programmes (e.g. NSDS or Master Plans) Adoption of action plans for the 2008 SNA Adequacy of resources (human/financial/IT) Identification of needs for technical cooperation projects and programmes

UNECE Statistical Division8 UNECE Recommendations – Stage 2 Adaptation of classification frameworks, business registers and sample frames, administrative sources and IT infrastructure: Adoption of new relevant classifications and improve coverage and accuracy of statistical business registers Alignment of related source statistics compiled by the statistical office to the 2008 SNA requirements Review of related macroeconomic data sets compiled outside the statistical office Central Banks: financial and monetary statistics, coordinated implementation of BPM6 with 2008 SNA Ministries of finance: the new GFSM 2012 is in line with 2008 SNA Enhance access and use of existing administrative data and registers Modernisation of IT infrastructure and training of HR

UNECE Statistical Division9 UNECE Recommendations – Stage 3 Development of national accounts in accordance with 2008 SNA and countries implementation programmes: Basic indicators of GDP - Milestone 1 Measurement of services Constant prices: output deflators, double deflation, chain linking Exhaustiveness of GDP Measurement of the government sector: accruals, coverage Balancing in a supply and use framework Improved measures of GFCF and consumption of fixed capital Seasonal adjustments methods for quarterly national accounts GNI and other primary indicators - Milestone 2 Institutional sector accounts: Milestones 3 to 6

UNECE Statistical Division10 UNECE Current and Future work UNECE supported EECCA and SEE countries in the design of their respective national implementation plans (stage 1): In line with countries’ priorities In accordance with the global and regional implementation strategies To be assessed and reviewed in May 2013 in the framework of the special session for EECCA and SEE countries to be organised back to back with the joint Expert Group on National Accounts http://www1.unece.org/stat/platform/display/SNA2008Imp/Home UNECE to further coordinate with major international and bilateral partners capacity building activities for the implementation of the 2008 SNA (World Bank, IMF, Eurostat, EFTA, UNSD, CIS-STAT) Support EECCA and SEE countries in the implementation of the 2008 SNA according to their national implementation plans (ECASTAT WB Trust Fund)
