3 A centre of expertise in digital information managementwww.ukoln.ac.uk 3 CC and HEFCEs Community HEFCE has a role in supporting the wider community. How might Creative Commons licences be applicable to this community including: HEIs HEFCE agencies (e.g. JISC, UCAS, ….) Other stakeholders (e.g. SHEF, DENI, commercial providers, media companies, …) What barriers may there be? How can HEFCE help to overcome such barriers?

4 A centre of expertise in digital information managementwww.ukoln.ac.uk 4 A Vision The higher education community can benefit greatly from a culture of openness throughout its teaching & learning, research and administrative functions. An aspect of this vision is use of appropriate licences which encourage greater use and reuse of its resources, across the HE community and within the wider community. We will encourage take-up of such licences within the sector. We will engage in discussion within the sector to ensure the community is better informed of the potential benefits and can provide feedback on concerns. This debate will lead to the development of a model for openness which can maximise benefits within identified constraints
