1 Data source, collection and compilation Energy use in service industries Prepared for the 6th meeting of the Oslo Group on Energy Statistics Canberra, Australia 2-5 May 2011 Sadija M Jama Division for Energy Statistics Statistics Norway Sadija.jama@ssb.no

Energy source Electricity, Oil, Gas etc Data items ProductionImportExportConsumption Energy source –Consist of products identified in SIEC: Electricity, Oil, Gas etc. Data Items –Data items presented in chapter 6: Production, Import, Export, Consumption etc.

Data item Consumption Manufacturing Service Household Agriculture Consumption –The use of energy source by Household Manufacturing, construction and non-fuel mining industries Commerce and public Service Agriculture, forestry Fishing Suggestion: Include consumption in a subsection in chapter 4

Purpose and applications Overview of energy use, heating equipment and energy efficiency in industrial buildings within service industries. Users and applications - Energy accounts - Energy balances - Emissions to air - Primary material for analysis and research

Frequency and timeliness The first survey on energy use in service industries. Infrequent data collection. This survey will be published every second or third year. Temporary data are published 10 months after the reference year. Final data are published approximately 1.5 years after the reference year.

Population, sample and data sources Population - 74 000 industrial buildings within service industries. Sample - From the population, a sample consisting of approximately 8 100 buildings was drawn Data sources - Statistical data source - S ample survey - Administrative data sources - Central property, address and building register in Norway (GAB/Matrikkelen) - Statistics Norway’s own SSB-GAB register. - Other public institutions (Statsbygg, Enova’s building network)

Data collection Based on questionnaire. The questionnaires are distributed in February and submitted by paper or electronically. The questionnaires are sent to landed property because of a lack of information on building owners. The Statistics Act is applied The deadline for returning the questionnaire is in March. There are two reminders, where the first notice is before the summer and the second notice with a final deadline in September. Those who fail to return the questionnaire by the final deadline may be reported to the Norwegian National Collection Agency for collection of the compulsory fine.

Data collection cont. Energy source –Electricity –Gas –District heating –Heating oils and paraffin –Wood and pellets Measurement units Includes all energy source used for –Room heating –Hot water –Cooling –Lighting –Electrical devices or other purposes Floor area

Data validation and editing Consistency check - Consist of checking whether there is a consistency between given energy use and area (kWh/m2). Outliers - Buildings with unusually large or low energy intensity are closely examined. This includes buildings with: –Energy use over 500 kWh/m2 –Energy use below 100 kWh/m2 Comparison with other sources
