1 ARF Strategic Guidance Technical Working Group: Current Status of Initiative ASEAN Regional Forum Statement on disaster management and Emergency Response 28 July 2006 recommended creation of general guidelines 2007 ARF SOPs on DR developed and member nations provided initial comment 2008 HADR Desktop exercise in Indonesia resulted in further amendment of the document (Strategic Guidance) Some issues remained – - Terminology inconsistencies - Role of the Strategic Guidance

7 ARF Strategic Guidance: Summary Non-binding document for reference by ARF members Not the only reference available – however is consistent with other documents Has been reviewed at last three ISM on DR meetings Ministerial endorsement, followed by publishing and use, will provide valuable feedback to further improve the document Incorporate into next ARF DR activity Regular review

8 ARF Strategic Guidance Technical Working Group: Introductory Comments ASEAN Regional Forum Statement on disaster management and Emergency Response 28 July 2006 recommended: to consider as appropriate, the development of ARF general guidelines on disaster management and emergency response for the use of both civilian and military personnel within the ARF participating countries and to ensure consistency with existing UN guidelines and ASEAN mechanisms on disaster relief management and emergency response, civil-military cooperation and other international capabilities

13 ARF Strategic Guidance Technical Working Group: Scope and Purpose Overall – The Strategic Guidance is not intended to replace or compete with other Regional or International documents. It is designed to provide high level guidelines for both civil and military actors in the Humanitarian arena. It is not as detailed as some other documents, but rather provides a ‘first stop’ point of reference for the ARF. The document has been developed by members of the ARF for the greater good of the ARF community.

Tension between the Virtual Task force Model and other doctrine e.g. MNFSOP Virtual Task Force Model inappropriately referenced from the ARF Statement on Disaster Management and Emergency Response 28 July 2006 Virtual Task Force Model replaced with the more appropriate MPAT concept Key change 1: Virtual task Force Model Removed and document ‘lifted’ from the tactical space
