2 2 Project Plan Outline City Reflections on: i.Governance & institutional arrangements for waste management (incl IWMP, its implementation & budgets) ii.Reduction of waste removal services backlogs iii.Economic opportunities (beneficiation) from waste management i.e. recycling, waste-to-energy.

3 Governance & Institutional arrangements Waste Management is done by an entity Pikitup The CoJ has adopted the Waste Act on waste hierarchy that prioritise reduce and end with disposal. CoJ through Pikitup works closely with Departments, Private sector and Co-ops to introduces programmes such as Education and Awareness, Waste Separation at Source introducing two colour bin bags, Empowerment of Waste Reclaimers, Establishment of Buy-back Centres within the communities to encourage recycling. Update of waste legislation has been done to align them with Waste Act. Amongst the legislature updated includes Waste Management Policy and Integrated Waste Plan, Waste Management By-Law. Pikitup provide the service, and EISD audit and monitor the service provided according to the SLA and submit reports / recommendations. 3

4 Reduction of waste removal services backlogs 4 Service BacklogsMitigations Vehicle availability resulted in failure to comply with daily completion rate ( Contractors) New fleet would be procured within a reasonable period of time to stabilize fleet supply ( City owned) Lack of by-law enforcement leads to rapid deterioration of cleaned spots Promulgated waste By-Law and SLA with JMPD to monitor identified spots. Industrial actions by services departmentPlanning ahead to avert strikes and temporally employment of EPWP to ensure backup. Sectors inability to provide waste services.SLA entered that Waste Collection to be handled by Pikitup. Low collection rates informal areas, due to lack of road infrastructure and unplanned development. Inco-operating formalised reclaimers to provide collection services at informal areas Vacant city's spots used for illegal dumpingUse vacant land as parks or community playgrounds. Vehicle breakdown turnaroundEach depot gets a qualified mechanic to attend to vehicles does shortening turnaround time.

5 Economic opportunities (beneficiation) from waste management i.e. recycling, waste-to-energy 5 Waste Separation at Source Empowerment of Waste Reclaimers Establishment of Buyback Centres & Sorting areas Revive and establish MRFs at Landfill sites Office Paper, Plastic & Electronic recycling projects ( sustainability) Green procurement policy and enforcement Landfill gas to energy, an agreement needs to be entered with City Power once purchase is done. Alternative Waste Treatment ( future planned)
