2 Smart Services using Clever Network Allan Short – Project Manager

3 Project History Multi agency project lead by Queensland Health. Partly funded by the Federal Government’s Clever Networks initiative from the sale of Telstra. Titled Cooeenet@qld with DCS component titled Cooeenet@qld – Emergency Communications Systems. Locally coined as the Clever Networks project.

4 Operational Vision To develop generic, modular and scalable Emergency Communications Systems as the core mobile infrastructure for all forms of transport, enabling applications and services to be delivered at the point of demand, rather than at an explicit location

5 Business Criteria Mobile user experience to be the same as working in the office. Secure connection to the Department’s network from the in-field command centres. Carrier diversity with automatic seamless cutover to other carriers. Wired and wireless LAN connectivity. No in-field ICT support required – just turn the kit on.

6 4 Streams Event/Incident Management Pre Hospital Care Connect Community Communications Incident Communications

7 Event/Incident Management Focused on developing a number of portable small scale emergency communications systems (i.e. caches) to provide access to information and services is seen as vital to event management and ensuring safety of officers in the field Pinkenba Command Centre – Pacific Adventurer Oil Spill, March 2009

8 Event/Incident Management

9 Communications hub – manages which carrier is used. ( from MobileIP) Huber+Suhner high gain antennas for Telstra NextG and Optus 3G connectivity

10 Event/Incident Management CISCO router for wired and wireless connections plus VOIP

11 Event/Incident Management Network accessible drive

12 Event/Incident Management CISCO VOIP wireless phone, charger and spare battery – one for each member of the Incident Management Team A Multi Function Device in a separate case has been added to the kit to complete the small office environment

13 Challenge The mobile broadband networks do not provide services to all points of demand…… Explorer 500 for the Inmarsat Broadband Global Area Network

14 Event/Incident Management Outcomes Storms at The Gap – Oct08 Qld floods – Feb09 Pacific Adventurer oil spill March to May09 – 15 PC for 8 agencies

15 Event/Incident Management Outcomes Incident command for various fires – 2009 Samoa and Indonesia Oct09 Events like Schoolies, Indy, Big Day Out

16 Community Communications Focused on developing a trailer/small vehicle based generic emergency communications system for use in fire, storm and cyclone seasons in order to assist response and recovery operations for the immediate and surrounding communities

17 Community Communications

18 Incident Communications Focused on developing the generic emergency communications system that can support the in-field service the community expects and the situational awareness the organisation and interested parties require.

19 Incident Communications

20 Pre Hospital Care Connect Focused on developing the generic emergency communications system that –can be incorporated into helicopters and –conceptually in the ambulance vehicles of the future enable access and information exchange to specialist clinical advice for the resuscitation and emergent management of acutely sick and injured people. Bosch PTZ camera for video streaming through Momentum’s MAVEO system

21 Pre Hospital Care Connect Head cam for patient management

22 Pre Hospital Care Connect

23 Pre Hospital Care Connect

24 Support & Management Mainly via the web interface that can: Quickly view connection status. Uptime View carrier signal strength. Adjustable cutover thresholds Force a cutover to another carrier.
