S9- 2 Nuclear Materials A casual police informant advises that he has learned that three Russians staying at the Rogner are not, as stated upon their entry, involved in oil energy programs, but rather have interests in nuclear matters, and links to Iran. He does not believe the Russians are government agents, but instead appear to be acting on their own. While activities at the Rogner, were being observed two officials from the Iranian oil ministry are noted checking-in, and soon make contact with the Russians.

3. S9- 3 Nuclear Materials (Continued) Western officials contact the government advising that they have information that two Iranian officials involved in the development of nuclear weapons are in Tirana to effect the transfer of sophisticated measuring devices necessary for making weapons. Their information is that the material is on a ship traveling from the Black Sea to Durres.

4. S9- 4 Nuclear Materials (Continued) The observers at the Rogner report that the Russians and Iranians left the Rogner in a rental car, destination unknown. Further checks indicate that the Iranians are traveling on diplomatic passports and are accredited diplomatic couriers, apparently scheduled to carry a diplomatic pouch to Rome two days hence.
