Evidence to support the view that government has been successful in reducing racial inequality 1.There has been a 14% fall in the number of racist incidents recorded by police in Scotland in 2012-13. 2.The number of ethnic minority MPs has increased by nearly three-quarters to 26, or 4% of the total number of MPs. The first three Muslim female MPs have been elected, all of them Labour candidates: Shabana Mahmood, in Birmingham Ladywood; Rushanara Ali, in Bethnal Green and Bow; and Yasmin Qureshi in Bolton South-East. All ethnic minority MPs are either Labour (15) or Conservative (11). Two MSPs (1.6%) were elected from ethnic minority backgrounds in 2011, compared to only 1 in 2007.

Evidence to support the view that government has been successful in reducing racial inequality 3.Many companies are working hard to overcome racial inequality. It is argued the NHS could not function without people from ethnic minority backgrounds. The police are also working to eliminate racism in the force. 4.In 2010, the Government published ‘Tackling Race Inequality: A Statement on Race’. This document acknowledged the progress that had been made in reducing racial inequality but recognised that more work needed done enforcing race relations laws and ensuring public bodies promote racial equality. 5.Studies confirm that more people from minority ethnic than white backgrounds are starting their own businesses. Research shows that the most entrepreneurial groups in the UK are black Africans, though they are more than three times more likely to start a business than their whites.

Evidence to oppose the view that government has been successful in reducing racial inequality 1.There were 5,243 racist incidents recorded in Scotland in 2007-08. This figure is rising. 56% of Scots feel there is 'a great deal' or 'quite a lot' of prejudice towards minority ethnic communities in Scotland. 2.Between 2012 and 2013, unemployment levels for the UK as a whole and for white ethnic groups remained constant - at 8% and 7% respectively. Meanwhile, unemployment among ethnic minority groups rose from 13% to 14%. The rise was particularly noticeable among black ethnic minorities (up from 16% to 17%) and Pakistani/Bangladeshi ethnic groups (from 17% to 19%). 3.Two-thirds of FTSE 100 companies still have an all-white executive leadership.

The research found that just 10 people from ethnic and cultural minorities hold the top posts of chairman, chief executive or finance director – equivalent to 3.5 per cent of the 289 jobs at that level. 5.Around two-fifths of people from ethnic minorities live in low-income households, twice the rate for White people. Within this, there are big variations by ethnic group. More specifically, the proportion of people who live in low-income households is: 20% for White people, 30% for Indians and Black Caribbean's, 50% for Black Africans, 60% for Pakistanis and 70% for Bangladeshis.

Task… “Ethnic minorities have made significant progress in Britain in recent years”. Discuss. Write paragraphs about race and employment and race and discrimination for the essay above. Each paragraph can contain arguments that progress HAS been made and arguments that progress HAS NOT been made. Include knowledge points (HARD FACTS) and analysis (explain why the evidence you have given shows that progress has or has not been made). Mini-conclusions should give an overall judgement about progress in relation to employment or discrimination.
