3 Why Wilmington? o The place DTV transition started o An enlightened local government o An active local ecosystem, o A reasonable sized city o coastal location, (seperation) o city and county to identify legitimate use cases

4 Applications Solved issues that they had previously been unable to address Video surveillance Facilities control (Lighting) Public Wifi Access Improved city services On the wish list Underserved community Internet service Energy Management/Reduction Irrigation Control Asset Tracking/Inventory Management

5 Participants City of Wilmington and New Hanover County (end user) Spectrum Bridge (database and design services) TV Band Services (System Integrator) KTS, and later 6Harmonics (radio vendors) FCC OET

6 Funding These activities were undertaking with very little funding. Much of the cost was covered by in-kind services – The city and county provided facilities and power, as well as resources, like bucket trucks – radio vendors provided equipment at cost or, in the case of experiments, no cost – Spectrum Bridge provided design and consulting for free – The System Integrator provided services at reduced cost Actual costs were probably less than $50,000 though there was probably closer to $150,000 invested

7 Outcome Wilmington worked because of the willingness of all the constituents to work together to get to a successful outcome. The systems were left operating because they solved a local need. They are maintained by the System Integrator (TVBS). After the formal roll out Experimental Licenses were obtained by the System Integrator to allow additional technologies to be tested and new applications to be studied. in cooperation with the city and county. these licenses are still active and trials/experiments are ongoing.
