4 Promote competition on the proposed acquisition. Develop industry understanding of the Government ’ s current vision and objectives. Provide industry with the opportunity to communicate with the Government early enough in the procurement process to provide input into the C2V2 Procurement Strategy. Encourage offerors to submit questions and comments through the C2V2 Website. The Government will respond by posting questions and answers to NAIS and the C2V2 Website. It will include an interface to the existing crew control panels.

9 Anticipated Content for New Contract Interfaces: 120 VDC primary (28 VDC may be made available for internal items – depends on location) MIL-STD-1553 for critical communications and command & control of the C2V2 System 100 BASE-T ethernet for non-critical communications such as audio and video Crew Control Panel used for time and safety critical commanding of an unmanned visiting vehicle 9

11 Anticipated Content for New Contract NASA goals for this system: Maximally utilize OTS hardware and software with proven reliability versus design from scratch and then prove reliable Obtain industry input on alternative ways to achieve a safe and reliable system design Essential requirements: One-fault tolerant, secure, and reliable communications for all time and safety critical communications Safety requirements NTIA requirements ISS environments and interface constraints Requirements open for discussion (contractor input is encouraged): Data rates and communication ranges and coverage for non-critical communications The standard suite of processes and engineering requirements - methods of achieving the intent are negotiable, but the intent must be achieved 11

12 Anticipated Content for New Contract The anticipated deliverables under this new contract include: Flight-certified, externally located antennas with associated ISS interfaces of sufficient quantity to ensure the link margin and coverage requirements are met Flight-certified, internally or externally located antenna electronics with associated ISS interfaces either co-located with antenna or radio assembly or separately located to ensure link margins and coverage requirements are met Flight-certified, internally located radio assembly with associated ISS interfaces VV radio subassembly certified to ISS environments (may be carried as an option pending program decisions) Data products associated with all hardware and software deliverables Functional equivalent hardware and software for delivery to ground test and integration facilities Quantities must support planned VVs and ISS end-of-life requirements The following items are open for discussion (contractor input is encouraged): Contractor furnished encryption/decryption function versus a GFE provided module Contractor furnished Crew Control Panel versus utilizing an existing crew control panel Contractor furnished interfacing cables versus ISS sustaining contractor furnished 12

13 The NAICS Code is 336419 Other Guided Missile and Space Vehicle Parts and Auxiliary Equipment Manufacturing. The NAICS Size Standard is 1,000 employees. The period of performance is anticipated at 2 years from the date of contract award. The contract type has not yet been determined: Contractor input regarding contract type and contract duration is encouraged. This is a new procurement with no previous contract history The Government intends to conduct this activity via full and open competition. Proposed Contract Information 13

14 Procurement Schedule The Government intends to issue a Draft Request For Proposal (RFP): Following the release of the Draft RFP, a Pre-Proposal Conference will be held, where Industry will have an opportunity to schedule one-on-one meetings with NASA/JSC and ask questions in writing specific to the Draft RFP. The Government intends to issue a Final RFP.
