The Network’s role in policy making Our Mission: The Oregon School-Based Health Care Network advance access to quality health care for children and youth. Our Vision: School-based health care will be available, accessible and stable in order to promote the health, well-being and success of all of Oregon’s children.

Despite the Crisis: Major Health Care Victories Passage of Healthy Kids Plan: HB 2116 80,000 additional children and 30,000 adults have access to no cost, low cost or affordable health insurance SBHC Funding $1.38 million in for new and existing centers Safety Net Grants $5 million for serving vulnerable youth

State Funding for SBHCs 2003-2011 2003-2005: $2.1 million general fund budget 2005-2007 $500,000 general fund increase 2007-2009: $2 million general fund increase 2009-2011: $1.38 million increase from provider tax Total budget: $5,839,000 to support 54 certified SBHCs and 14 planning sites in the 2009-2011 biennium.

Increasing the number of sites 1987-1995: Growth from 9 to 29 1995-2007: Growth to 44 2007-2009: Growth to 55 2009-2011: 14 planning grants have been awarded

Improving the funding formula Old Funding Formula: 1-2 SBHC: $60,00 3-5 SBHC: $120,000 6-9 SBHC:$180,000 10+ SBHC:$240,000 New Funding Formula: Funds distributed to local health departments are more equitable and reduce hardship related to growth Counties with only one certified SBHC receive $60,000/yr Counties with > 1 certified SBHC receive $41,000/yr for each center.
