Individuals must be processed for NSA clearance

3. CLEARANCE PROCESSING
Determination as to whether individual should get access to NSA classified info (Top Secret Sensitive Compartmented Information TS/SCI)
ICD 704 Personnel Security Standards – require that nominees be U.S. citizens, who are stable, trustworthy, reliable, of unquestioned loyalty, etc.

6. Adjudicative Process
Following extensive fact gathering – investigation, checks, polygraph, etc.), examine a sufficient period of person’s life weighing variables:
Nature, extent & seriousness of conduct
Circumstances surrounding conduct
Frequency & recency of conduct
Age & maturity at time of conduct
Likelihood of continuation or recurrence
Potential for pressure, coercion, exploitation

7. Clearance Processing
Each case judged on own merits – two adjudicators at a minimum
Doubt resolved in favor of national security
Ultimate decision is common sense determination based on careful evaluation
If contractor is denied a clearance, must be advised exactly why (in writing)
Two level appeal process
