2. Context of project activities to implement the capacity promotion in research and education on CDM in Vietnam  Vietnam - a Party signing and ratifying the United Nations Framework Convention on Climate change (UN FCCC 16. November 1994) and Kyoto Protocol (KP-25 September 2002), and voluntarily participating in implementing the clean development mechanism (CDM).  CDM - a new environmental concept faced by the public and not yet be in the prime consideration of the government, ministries, central and local authorities in outlining the development orientations, strategies, policies and plans.  CDM - a new concept not to be officially popularized in different research and education programs in Vietnam.

3. Difficulties faced by implementing the activities to promote the capacity on CDM research and education in Vietnam  Limited CDM - related awareness, knowledge, skill of the Vietnamese public and implementing teams in the area of CDM research and education, especially in the energy development research.  Limited CDM - related funding, at the same time, this funding is not separated from the financial sources of programs of socioeconomic development and environmental protection of the countries.  Limitation of organizational capacity, experiences and skill to implement the CDM.  Absence of a legal framework, criteria, standards, regulations to select the modalities and procedures for CDM project activities in research and education, especially in the area of research to apply the CDM for Vietnamese energy development.

4. Purposes of implementing the task 5 : "capacity building for research and education on CDM” in the area of energy development   Raising the public awareness on CDM and providing the knowledge and skill on applying the CDM in energy development for energy researchers in Vietnam.  Largely popularizing the information, documents, guide books and data base related to CDM research and education.  Identifying the opportunities to get the incomes and benefits from CDM through estimating the carbon credits generated by CDM projects in the energy production and use.  Preparing two basic documents to serve the capacity building for CDM research and education, namely: 1. CDM Text book. 2. CDM guide book.

5. Concrete purposes of implementing the task 5 in the area of energy production and use  Introducing the CDM into the programs of research and education through preparing, editing and popularizing two basic CDM - related documents - CDM Text book and CDM guidebook for universities and institutes  Sharing the experiences drawn from implementing the CDM projects in research and education programs of socioeconomic development generally and of high CDM potential sector development particularly (energy, land-use / land-use change / forestry)  Identifying the opportunities to get benefits and incomes from CDM projects through creating carbon credits given by implementing the CDM project in sectors with high CDM potential.  Preparing the first steps of creating a carbon market in Vietnam and incorporating it to the international carbon market

6. Preliminary CDM - Related activities and results achieved by raising the public awareness on CDM from July 2003 to June 2004  Organize of CDM - related seminars and training courses  Collect, process, popularize a system of CDM - related information documents, standards, criteria to select the CDM projects of different countries  Set up an website for disseminating the CDM - related concepts, knowledges, skill, experiences and information  Compile, distribute and insert CDM - related articles, leaflits, audio-visual programs for propagandizing the CDM through TV, journals, radios etc...  Collect, treat and disseminate a system of documents, standards, criteria, modalities and procedures to serve the identifying and registering different CDM projects in Vietnam.

7. Preliminary CDM - Related activities and results achieved by capacity building for research and education on CDM from July 2003 to June 2004  Setup a multi - year program of activities for capacity building for research and education on CDM - Establish a core team with its pipeline collecting and treating the CDM - related information and data base in the energy / electricity sector. - Identify the potential CDM projects of energy - electricity sector - Set up a professional pipeline editing and revising the draft CDM Text book and CDM guidebook  Fulfill the editing the draft CDM Text book (2 volumes)  Organize 02 training workshops for the Hue Science University and HCM City Agriculture - Forestry University

Preliminary CDM - related organizational and institutional results achieved by capacity building for research and education on CDM  National focal point on CDM has been formed and operated for the CDM-related project component "Raising the CDM public awareness and capacity building for research and education on CDM"  Professional pipeline relating researchers and educators of institutes, universities, ministries participating in-capacity building for CDM research and education has been officially set up and operated  Disseminating and popularizing the CDM information, materials, standards, knowledges, experiences, modalities and procedures to create the CDM projector  A preliminary legal and institutional framework on CDM was set up and used for CDM projects in Vietnam

13. Planned worKplan for capacity building for research and education on CDM for the year 2004 and 2005  Continue the holding different CDM-related seminars and training workshops.  Continue the collecting and disseminating CDM-related information and database for identifying the potential CDM projects in prioritized areas, such as energy, land-use / land-use change / forestry.  Edit and publish the CDM - related leaflets, simplified lectures etc... for raising the public awareness on CDM through using audio-visual propagandizing systems  Complete the edition of draft CDM guidebook.  Carry out the CDM-related lectures for universities in Hanoi, Hue, HCM City in order to present the CDM textbook and CDM guide book with their researchers and students.  Identify the potential CDM projects in energy sector with focusing to the using of Renewable energy technology: - Preliminary assessment on the eligibility and additionality of the research project "Large-scale application of renewable energy in Vietnam" (Ministry of Industry) - Calculating, estimating and analyzing the carbon credits got by the CDM- related project "Large- scale application of renewable energy in Vietnam" (Ministry of Industry).
