PURPOSE. To provide a list of equipment for specific flight training objectives and flight profiles, by aircraft category, in accordance with (IAW) established programs of instruction.

Fully mission capable (FMC) status is the goal for all aircraft assigned to the United States Army Aviation Center of Excellence (USAACE) training fleet. All partial mission capable (PMC) aircraft will be tracked, by limiting condition, by Aviation Center Logistics Command (ACLC) personnel and reported daily to each battalion’s flight operations sections. For the purpose of determining the available fleet for flight issue, all FMC and PMC aircraft will be included, regardless of the MEE requirements assigned to specific flight training profiles and codes (appendix B). Available aircraft will meet FMC and PMC conditions as outlined in Army Regulation (AR) , Army Logistics Readiness and Sustainability, 26 February 2004, and AR 95-1, Flight Regulations, 12 November Commanders and battalion flight operations officers are granted the authority to waive MEE requirements (appendix A) to ensure the maximum operational flexibility to safely execute training. This waiver authority does not allow deviation from the requirements outlined in AR 95-1 and Federal Aviation Regulations.

Nonacceptance of an aircraft or flight simulator will be indicated in ink by the pilot’s
(1) Use of flight variance code on Department of the Army (DA) Form (Army Aviator’s Flight Record).
(2) Appropriate entry on DA Form (Aircraft Inspection and Maintenance Record) and the time entry was recorded.

When weather conditions preclude aircraft launch, an instructor pilot (IP) will inspect the assigned aircraft
to ensure it meets all launch criteria. Upon completion, IPs will enter the appropriate code(s) in the aircraft logbook.
This will provide maintenance personnel the opportunity to fix any faults prior to the next launch. IPs are exempt
from this requirement only when environmental conditions are hazardous to safe operations (e.g., lightning, icing,
and heavy rain).

…….deficiencies that render an aircraft unsuitable to meet training performance objectives will be reported directly to the applicable contractor maintenance personnel and to one of the airfield Aviation Center Logistics Command representatives. This allows for possible immediate action to enhance aircraft availability. This procedure also applies to deficiencies found during postflight inspections.

In the case of flight simulators, deficiencies that render a device unsuitable to meet training performance objectives should be reported to the applicable contractor maintenance personnel and to one of the flight simulator quality assurance representatives. This allows for possible immediate action to enhance simulator availability.
