Increasing interest in cost benefit analysis (as evidence to donors, to inform project design) Development of dedicated training activities (eg., UNDP-SPREP PACC project) Development of materials (eg guide to CBA underway)

Lessons learned Training valued by PICs Ongoing requests for in-country training from PICs (eg., Kiribati) PACC CBA Conclusion Workshop recommendations : -More in-country awareness raising on CBA -Capacity building (training, skills enhancement) -Resources (online resources, tools, guidelines, report templates)

Key content Two streams of work with PIC governments envisaged: Stream 1 – capacity enhancement in CBA at project level: -Formal training, (USP), in-country training (potentially with PICPA), learning-by-doing (post workshop mentoring in CBA), communication of results for effective decision making Stream 2 – sectoral assessments for adaptation: -Identification of sectors impacted by CC, in-country training in economic assessment and work-planning, learning by doing (assessing the economic impact of climate change and risks), communication of results to inform decision-making, tertiary training courses in economic assessment of CC assessment

Intended outcomes Improved PIC ability to: Undertake and use systematically CBAs Incorporate climate and disaster risks into project and sector-level processes Increase the use of CBA in mainstream Government budgetary, planning and decision-making processes, and to reinforce climate and disaster risks Improve pre/post project assessment to improve access existing and emerging climate change finance mechanism
