TSA-TSNM International September 2006 4 Hold Baggage ICAO Standard for 100% screening of hold baggage Must balance efficacy of screening methods with efficiency to provide maximum throughput Currently, the U.S. has deployed: 1,500+ Explosives Detection Systems (EDS), mainly at larger airports 6,000+ Explosives Trace Detection (ETD) units, mainly at smaller airports Next generation technologies require continuous research and development to lower false alarm rates, enhance detection, and increase throughput 2006/TPT-WG-28/AEG-SEC/016

TSA-TSNM International September 2006 6 Passenger & Cabin Baggage Although checkpoint security technology has not been changed substantially since the 1980’s, there have been some significant refinements, along with some new tools Currently, the U.S. has deployed: 1,900+ Enhanced Walk-Through Metal Detectors (EWTMD) 1,900+ Threat Image Projection-Ready X-ray (TRX) systems 1,200+ Explosives Trace Detection (ETD) units, mainly for alarm resolution 96 Explosives Trace Portals (ETP) at 36 airports Next generation technology seeks to detect a broader threat base, automate threat detection, and enhance potential threat imagery for effective and efficient alarm resolution 2006/TPT-WG-28/AEG-SEC/016

TSA-TSNM International September 2006 7 Passenger & Cabin Baggage (cont’d) Automated Carry-On EDS Two contracts awarded for development, with pilot expected in 2006 First generation may have limited throughput capacity Cast and Prosthesis Scanner Currently in R&D phase Candidate products are at TSA Labs for testing Whole Body Imaging Provides both weapons and explosives detection capabilities To be piloted Bottled Liquids Scanner 7 commercial off the shelf units are at TSA Labs for testing 4 candidate units are scheduled for testing in New Mexico 2006/TPT-WG-28/AEG-SEC/016

TSA-TSNM International September 2006 8 Air Cargo Volume and diversity of air cargo makes the task of finding small amounts of explosives challenging U.S. is operationally testing and evaluating the capabilities of available EDS and ETD technologies to support cargo screening Two phases have been completed with promising results Third phase is being conducted with deployment in various locations Must evaluate systems under extreme environmental conditions Must determine capabilities for screening additional cargo commodities for a broad range of threats Current pilot program is evaluating use of Hardened Unit Load Devices (HULD) to transport air cargo baggage on passenger aircraft 2006/TPT-WG-28/AEG-SEC/016
