US will lend and lease weapons and food to any country fighting against the axis powers (Germany/Italy) a. America says its still neutral because they will be paid back. b. Arsenal of Democracy a. While not fighting, America is providing the weapons (arsenal) to keep democracy alive. 4. Rationing a.
