FERC Order No. 698 Procedures for Providing Hourly Consumption Data Spectra Energy Pipelines June 20, 2008

FERC Order No. 698 Communication Requirements FERC Order No. 698 adopted the NAESB Standards on communication between natural gas pipelines and gas powered generators, which pipelines implemented on November 1, 2007. Spectra Energy Transmissions Gas – Electric Coordination procedures were originally posted on November 1, 2007 and were reposted on February 1, 2008. Order 698 requires pipelines and gas fired power generators to provide the following information: –Gas Fired Power Plant Operators are required to communicate material changes in circumstances that may affect hourly gas flows, to ensure that pipelines will have relevant information to run their systems. –Pipelines will confirm with gas fired plant operators as to whether flow deviations can be honored.

FERC Order No. 698 Communication Requirements Upon request by the pipeline, the Power Plant Operator will provide all the information required by Order No. 698. Spectra will issue a posting when Order No. 698 is enacted. Effective June 20, 2008 Spectra Energy has streamlined and simplified the procedure by which Power Plant Operators shall update hourly consumption profile information to Spectra Energy.

FERC Order No. 698 Communication Requirements The information can be submitted in one of two manners: –Option 1: Uploading the standardized Spectra Energy Order 698 Spreadsheet into user interface on the LINK ® system –Option 2: Manually enter data directly into the user interface on the LINK ® system. For both options, the individual uploading or entering the hourly consumption profile must have a LINK ® System logon and password. In addition, they must have adequate LINK ® privileges to view measurement information for the specified meter. –Contact your Capacity Service Account Representative or LINK ® group at 1-800-827-5465 if you have any questions.

FERC Order No. 698 Communication Requirements Spectra requires the hourly consumption profile information to be submitted prior to the beginning of the appropriate gas day (9:00 am Central Clock Time). The Profile shall be re-submitted to Spectra by the Power Plant Operator when material changes in hourly gas flows are anticipated for current or future gas days. Previous hour’s consumption profile will not be allowed to be altered or changed after the hour has passed. The submission of the hourly profile does not relieve operator from nominating adequate quantities to meet demand, nor does it constitute the acceptance of such profile. The following slides provide the user step by step instructions to submit hourly profile information into the LINK ® system. The procedures provided here-in are the same for all Spectra Energy pipelines.

Option 1: Upload from Spreadsheet If necessary, a new template can be obtained by right-clicking the Template link and click “Save Target As”. Save the file in the appropriate directory.

Appendix A Standardized Spreadsheet

Uploading Standardized Spreadsheet When the on-line process (Option 1) is implemented by Spectra Energy, the standardized spreadsheet will be attached on the posting on the Link ® system. Do not re-format or alter the layout of the spreadsheet (e.g. do not add or delete rows or columns within the spreadsheet). However, you can utilize typical spreadsheet functionality in each cell or elsewhere on the spreadsheet. Multiple profiles can be saved on the same spreadsheet by utilizing different worksheets. When uploading the file, ensure the correct worksheet is selected under “Worksheet”.

Click save and you are done. Enter Directly into User Interface Enter any comments in cell B48. Comments do not carry over from one day to the next. Enter hourly consumption data in Dths / hr. For example: 9:00 am is the consumption between 9:00 am to 10:00 am Enter appropriate contact information for Gas Supply and Power Plant. Meter number in spreadsheet must match the meter number selected in the user interface.

FERC Order No. 698 Hourly Profile Instructions In the event the power plant will NOT have any consumption for several days, check the “No Flow Until Further Notice” box. The profile will remain zero for future days until a new profile is submitted. No profile is required to be submitted for subsequent Gas Days until flow re-commences or is expected to re-commence.

FERC Order No. 698 Hourly Profile Instructions Each Power Plant Operator can compare the total expected profile to the total scheduled quantities for the Gas Day. Note: the scheduled quantities are not Real-Time Values but are updated every 20 minutes. The quantities are approved scheduled quantities not requested quantities.
