8 8 How many work hours does it take to meet participation requirements and receive the $100 Post TANF payment? For a single parent, it depends on the age of the youngest child: 20 hours per week, with a child under 6 years of age 30 hours per week, with no children under 6 years of age Federal Participation Requirements

9 9 How many work hours does it take to meet participation requirements and receive the $100 Post TANF payment? For a two-parent family, it depends on whether they are receiving child care assistance (ERDC) from DHS 35 hours per week, between the two parents if they are NOT receiving child care assistance. 55 hours per week, between the two parents if they ARE receiving child care assistance. Federal Participation Requirements

10 10 Important! Work hours MUST be documented... and We must verify that the client HAS worked the required hours—NOT that they will work or plan to work these hours.

11 11 How do we verify & document work hours? Normally a client will bring in pay stubs to verify hours—but, actually any employer produced documentation is OK, including using the work number At least 2 consecutive weeks of work hours is needed Copy documentation and file it in the client’s file

12 12 To remain eligible for Post TANF payments Keep working the minimum number of work hours required Live in Oregon Have a child under 18 (19 if in school) Have a family income less than 250% of the federal poverty level The client must:

13 13 Clients are required to report any Post TANF eligibility changes on the 943—Change Report Form Hour changes below the minimum federal participation requirement Moving out of Oregon No minor child in the household Family income that is over 250% of FPL Change Report Form

14 14 Support Services Post TANF clients are eligible for support services up to $1,000 per year. Additional support services are available with Manager approval.

15 15 Post TANF Coding PTF Case Descriptor – Issues a Post TANF notice to the client that says they MIGHT be eligible for a Post TANF payment.

20 20 Post TANF Personal Development Plan (PDP) An PDP should be prepared at the beginning of the Post TANF period listing:  WO has the JOBS activity  Instructions to notify DHS with the 943 of any work hour, household, residency, or income changes One PDP for the entire 12 months

Step 1 – put a PTF case descriptor on the case Step 2 – when the client brings in work-hour verification to qualify for 1 st 6 months, make copies and do an EDP Step 3 – enter a PT1 need resource code with end date for the 1 st 6 months Step 4 – issue current (or prior) month Post TANF payments using the 437 process and Special Pay (A1) Step 5 – client returns with new work-hour verification to qualify for 2 nd 6 months, make copies Step 6 – enter a PT2 need with end date for the 2 nd 6 months When that happens:

27 27 End Dates for PT1 & PT2 Maximum is 6 months Are based on the client’s expectation that they will continue to work the verified hours For example: A client brings in 2 weeks of pay stubs showing that they work 35 hours each week for at least 2 consecutive weeks. Client states that they plan to work those hours for the next 6 months. End date = 6 months

28 28 End Dates for PT1 & PT2 Are based on the client’s expectation that they will continue to work the verified hours. Another example: A client brings in 2 weeks of pay stubs showing that they worked 35 hours each week for at least 2 consecutive week. Client states this is a temporary job and will end in 2 months. PT End date = 2 months

29 29 Time Lines for Post TANF End Dates Client cannot receive TANF and Post TANF in the same month. If TANF ends in November 2007, the Post TANF period would be December 2007 through November 2008. PT1 End Date would = May 2008 or sooner. PT2 End Date would = November 2008 or sooner.

30 30 Time Lines for Post TANF Bringing In Work-Hour Verification Client has 45 days to bring in work-hour verification For example: TANF ends November 2007, client has 45 days from end of month—or January 14, 2008—to bring in work-hour verification to receive Post TANF payments for December forward.

31 31 Bringing In Work-Hour Verification Work-hour verification brought in after the 45 day deadlines means that the client will only received Post TANF payments from that month forward. For example: TANF ends November 2007, client brings in work-hour verification on February 20, 2008. Client will receive Post TANF payments only from February forward. Time Lines for Post TANF

32 32 Other Post TANF Issues Client gets a 15-hour a week job, enough to go over income, but not enough to qualify for a Post TANF payment. Offer the client additional hours in the JOBS Program, for example 5 hours of work experience, to qualify for Post TANF If the client agrees to do additional JOBS hours—set the PT end date to 3 months (not 6). Clients who go over income due to earnings, even if they aren’t eligible for Post TANF, are eligible for transitional benefits of up to $1,000 in a year.

33 33 Post TANF payments are excluded income for: TANF Food Stamps—only during the 5 month TBA period Medical Benefits ERDC Subsidized Housing SSI Other Post TANF Issues

34 34 Post TANF clients have hearing rights, but missed hours are not subject to the TANF re- engagement process If the client becomes ineligible for Post TANF payments at any time during the Post TANF period, remove the PT1 or PT2 need resource code. This will allow for a 10 day notice. Other Post TANF Issues

35 35 Never forget to enter the work hours in TRACS using the WO activity code VERY, VERY, VERY IMPORTANT!

36 36 Federal Participation Requirements 50% of all mandatory clients must be meeting participation requirements Oregon has: Approximately 10,000 mandatory clients. Meaning 5,000 have to meet participation requirements. Right now about 2,100 are meeting these requirements. Or a 21% participation rate

37 37 We expect to add 4,000 clients to the participation count with the Post TANF Program 10,000 + 4,000 = 14,000 mandatory clients. 50% of 14,000 = 7,000 are required to meet participation requirements. 2,100 + 4,000 (Post TANF clients) = 6,100 would be meeting participation requirements. Or a 44% participation rate – closer to the required 50% Federal Participation Requirements

38 38 We expect to subtract 2,000 clients to the participation count with the Pre-SSI Program 10,000 + 4,000 – 2,000 = 12,000 mandatory clients. 50% of 12,000 = 6,000 are required to meet participation requirements. 2,100 + 4,000 (Post TANF clients) = 6,100 would be meeting participation requirements. Or a 51% participation rate – over the required 50% Federal Participation Requirements

39 39 If you do not put WO attendance in for Post TANF clients, you are: Adding clients to the mandatory count: 10,000 + 4,000 = 14,000 mandatory clients 50% of 14,000 = 7,000 are required to meet participation requirements But, not to the participation count: 2,100 + 4,000 (Post TANF clients) = 6,100 would be meeting participation requirements Federal Participation Requirements

40 40 VERY, VERY, VERY IMPORTANT! So again.... Never forget to enter the work hours in TRACS using the WO activity code

41 41 Before we try a couple Post TANF examples... Any questions? Questions

42 Karen went over income due to earnings. Her TANF case closed December 31, 2007. She turned in pay stubs on February 10, 2008 indicating she is working 35 hours per week. Assuming she meets other Post TANF requirements: a) Karen can receive Post TANF retroactively for January 2008, also for February 2008 and potentially through December 2008. b) Karen can receive Post TANF beginning in February 2008 and potentially through December 2008. c) Karen can receive Post TANF beginning in February 2008 and potentially through January of 2009.

43 Employer documentation must indicate, on average, the following hours for at least two weeks. Hours per week for a single parent with no child under 6 Hours per week for a single parent with a child under 6 Hours per week (combined) for a 2- parent family receiving ERDC Hours per week (combined) for a 2- parent family not receiving ERDC
