There are people under age 19 who qualify for Medicaid for reasons other than age and family income. For example, a 17-year-old who is pregnant may qualify for Medicaid for "Pregnant Women" or a 16-year-old boy who is blind may qualify for Medicaid for "Disabled & Blind."
