5 NRS and Data Collection  What is an Adult Education Learner (For National Reporting System [NRS] purposes)? 16 years old or older Not enrolled in K-12 school Demonstrated deficiency in math or English (CASAS or Best Plus) Received/participated in at least 12 hours of services (GED testing time does not count toward the 12 hours)
