4 What determines External Payment Plan? Student Payment Plan Maintenance (AR2217UG): FACTS: Active contract information will be batch loaded nightly. TMS: Active contract information will need to be manually loaded for the TMS payment plan provider. NOTE: You may also utilize this screen for your own internal payment plan (MnSCU) HOWEVER the RCFN program will NOT take those records in to account. The student must have met one of the other criteria to not be dropped. Back to Payment Criteria

5 What determines ISIR?  FA0006UG: Is there an ISIR on file at this College or University? Yes.. Ok, STOP.  Is there an ISIR on file at remote MnSCU College or University (C/U) and at least one of the following is true: – Enrollment at same remote C/U – Enrolled in a course at your school that is considered to be a partner course with the remote C/U – Enrolled in any course at your school that is identified to be degree eligible at the remote C/U. 7 What determines Consortium and Common Market Agreements?  Consortium and Common Market agreements are handled differently by different campuses and universities. Other edits in the RCFN program may have already caught your Consortium and Common Market agreement students but if not, you can simply identify them with the ‘no drop reason’ = ‘Consortium Agreement’ or ‘Common Market’ on the Registration Cancellation Maintenance Screen (AR2218UG) screen. 8 What is a Consortium Course?  Courses in which a student enrolls for at an Away college/university and which will count toward the degree or certificate he or she is pursuing at the Home college/university. Back to Payment Criteria

9 What is a Common Market Agreement?  The seven state universities involved in Common Market: – Bemidji State University – Metropolitan State University – Minnesota State University, Mankato – Minnesota State University Moorhead – Southwest State University – St. Cloud State University – Winona State University  This program allows a student who is already admitted at one of the institutions to take courses at one of the others, without going through the admission process. Credits earned via Common Market are considered resident credits of the student's home university.  To qualify for the Common Market program students must: – have at least a 2.0 cumulative GPA. – be classified as at least a sophomore.  To take part in this program you must pick up and fill out a Common Market Passport form at the Office of the Registrar. Basically, the form asks for your name, the school you plan on attending, and the courses you plan to take there. Bring this form to your advisor to get their approval and signature. Finally, return the form to the Office of the Registrar. If you qualify, the form will be sent to the other school where you will be registered for the classes you listed.  Some items of importance to Common Market students: – You will pay the school you attend for your registration. – If you are receiving Financial Aid, it will still be issued at your home school (Minnesota State University, Mankato). You should make special arrangements to have it sent to you. – Students are limited to taking courses on a Common Market basis for only two consecutive quarters. Back to Payment Criteria

10 What determines Internal Payment Plan?  The institution-initiated plan relates to students who have made at least a minimum payment of 15% of total tuition and fees due or $300 but have neither paid the balance due nor signed up for an outside payment plan as of the Registration Cancellation For Nonpayment (RCFN) date. 11 Any combination of the following may make up the down payment requirement:  Personal Pmt  Waiver  Deferment  Third Party  Scholarship  Accepted Loan Back to Payment Criteria

12 What determines Personal Payment?  Payment made by cash, check or credit card to the student’s account. Back to Payment Criteria

13 What determines Waiver?  Waivers are placed on the Customer Receivable Waiver (AR0143UG) screen or the Employee Tuition/Fee Waiver (AR0149UG) screen. Back to Payment Criteria

14 What determines Deferment?  Deferments are entered on the Customer Receivable Deferral (AR0130UG) screen. Back to Payment Criteria

15 What determines Third Party or Scholarship?  Scholarships and Third Party awards must be on the Financial Aid Award table (FA0106UG). Awards can be in an estimated (02) or accepted (01) status and must also be eligible to be applied to tuition and fees. Back to Payment Criteria

16 What determines Accepted Loan?  Loans must be on the Financial Aid Award table (FA0106UG) in an accepted (01) status and must also be eligible to be applied to tuition and fees. Back to Payment Criteria

17 What about International Students?  PS3003UG must indicate an active I-20 or DS2019  Registration for International Students as identified above will not be cancelled up through the 5 th day. They will show up on the AR2218UG with a default drop code of N and a reason code of “International Student”. 18 What determines Tuition and Fees?  Tuition and Fees are defined by object codes. Fines, housing and late fees are not included in object codes considered to be Tuition and Fees. 19 Test Outs  If the course has a grade it will not be cancelled. (If students have tested out of a course before the Registration Cancellation program is run, be sure to get the course graded immediately and it will not be cancelled. ) Note: Courses without grades will still be cancelled. 20 What is a Candidate?  A candidate is a student who has not met any of the aforementioned criteria. What if I there is someone who has become a candidate and I want to prevent the cancellation of their courses?  You have one more chance to place them in a safe harbor by identifying them with a ‘No Drop Reason’ code on the AR2218UG. 21 Deferments vs. No Drop Reason  Basically changing the due date.  Has an End Date.  Bill will be affected and may not be sent.  Can be done before RCFN process.  Labor Intensive.  You should be fairly certain you are never going to drop this student.  No End Date.  Must be monitored if you change your mind.  Bill will be sent.  Can only be done after the process has been run.
