Article 15 of the ICAO Convention: Requires that all aerodromes open to public use, under the jurisdiction of the country, provide uniform conditions for aircraft of all other contracting States. How do you do that? Through the certification of aerodromes. April 17 Module - 2

Why to certify aerodromes? ICAO member States have agreed to a standard about certifying aerodromes. Certification enables member State to discharge safety responsibilities in aerodrome regulations and provides evidence of action taken. Certification will be reviewed in the ICAO Safety Oversight Audit programme. April 17 Module - 2

ICAO member States have agreed to a standard about certifying aerodromes ICAO Annex 14 Volume I has standards that require: “States shall certify aerodromes used for international operations in accordance with the specifications contained in this Annex as well as other relevant ICAO specifications through an appropriate regulatory framework” Additionally, ICAO Annex 14 requires that: “A certified aerodrome shall implement a safety management system” acceptable to the State/CAA. Why to Certify Aerodromes?
Certification enables member State to discharge safety responsibilities in aerodrome regulations and provides evidence of action taken. Without the process of certification, a strong commitment to quality assurance of safety is difficult to demonstrate: What evidence is there of compliance with standards? How can procedures be assessed as safe? What staff competencies are required, and is appropriate training provided? How can the accuracy of published aeronautical data be assured? April 17 Module - 2

Why to Certify Aerodromes?
Certification will be reviewed in the ICAO Universal Safety Oversight Audit Programme The ICAO Safety Oversight Audit Programme is a comprehensive systems approach for the conduct of safety oversight audits and includes a comprehensive system’s approach review of States conformity with core elements of the safety provisions contained in: Annex 1 — Personnel Licensing, Annex 6 — Operation of Aircraft, Annex 8 — Airworthiness of Aircraft, Annex 11 — Air Traffic Services, Annex 13 — Aircraft Accident and Incident Investigation, and Annex 14 — Aerodromes. Aerodrome Certificate This certificate authorizes Airport Authority to operate International Airport This certificate is issued under the provisions of Civil Aviation Regulation The operation and use of the aerodrome is subject to the Civil Aviation Act, the Civil Aviation Regulations, and any relevant directions issued by the Civil Aviation Authority, including any conditions endorsed on the reverse of this document. This certificate remains in force until surrendered, suspended or cancelled. Certificate Number: 001 Signed by Inspector 10 September 2003 How can aerodrome certification be achieved? Establish an appropriate regulatory framework 2. Require an Aerodrome Manual for certification ICAO in Document 9774, Manual on Certification of Aerodrome Certification suggests certification be addressed by adopting a dual approach. Firstly, the regulator should establish a regulatory framework within which the certification process can be established and the appropriate procedures developed and implemented. The regulatory framework establishes the criteria for certification, such as regulations, standards, and organisational arrangements that are established by the regulator. Secondly the aerodrome operator should be produce an aerodrome manual. This is the document that provides the source information about aerodrome data that published for use by other aviation industry individuals and organisations. The manual should contain full information about the aerodrome site, its facilities, equipment, the services provided by the aerodrome operator, the equipment used, operating procedures and the organisation and management of the corporate entity. The information in the manual is of critical importance for assessment by the regulator as to whether an aerodrome certificate should be issued in the entry control process. Also the manual is important when considering whether action may need to be taken against a certificate holder as the result of issues identified during continuing safety surveillance inspections and audits. Adoption of international standards and procedures Each contracting State undertakes to collaborate in securing the highest practicable degree of uniformity in regulations, standards, procedures, and organization in relation to aircraft, personnel, airways and auxiliary services in all matters in which such uniformity will facilitate and improve air navigation. Article 38 of the Convention on International Civil Aviation “ Any State which finds it impractical to comply in all respects with any such international standard or procedure … shall give immediate notification to ICAO of the differences between its own practice and that established by the international standard” Contracting States have agreed that under Article 38 of the Convention on Civil Aviation, an obligation is imposed on them to notify ICAO in some circumstances about differences between national regulations and practices and the standards and practices promulgated by ICAO. Departures from international standards and procedures Any State which finds it impracticable to comply in all respects with any such international standard or procedure, or to bring its own regulations or practices into full accord with any international standard or procedure after amendment of the latter, or which deems it necessary to adopt regulations or practices differing in any particular respect from those established by an international standard, shall give immediate notification to the International Civil Aviation Organization of the differences between its own practice and that established by the international standard. ICAO Annex 14 Aerodromes contains standards and recommended practices. States must notify differences with standards; and are invited to notify differences with recommended practices. Annex 14 Aerodromes is produced in a format that differentiates its safety specifications into standards, and recommended practices. The differentiation is indicated by different types of prining within the document. States commonly adopt many of the recommended practices as standards in their own regulatory material because the practices have been learned from experience and have been accepted as important means for producing good safety results. (standards are only ever the minimum requirements) Where national regulations and standards vary from the standards in Annex 14, States are required to notify ICAO of the differences. Article 38 implies that significantly higher as well as lower variations from ICAO standards should be notified. Where national regulations and standards vary from the recommended practices in Annex 14, States are invited to notify ICAO of the differences when the nature of such differences is important to the safety of air navigation. Notification of differences (or their withdrawal) should be an ongoing process as national legislation and standards are developed and amended. April 17 Module - 2

Annex 15 AIS contains a requirement for aerodrome information: States must notify in AIP: differences with standards, and significant differences with recommended practices. Additional notification requirements for aerodrome information exists in Annex 15 Aeronautical Information Services. It is that when significant differences exist between national regulations and practices of the State and the related ICAO Standards, recommended Practices and procedures, a list of the significant differences is to be published in the State’s Aeronautical Information Publication. So in respect of standards for aerodromes, States not only have to notify differences to Annex 14 standards to ICAO, but they also have to publish those differences together with significant differences to recommended practices in the AIP Publication of differences (or their withdrawal) should be an ongoing process as national legislation and standards are developed and amended. “significant difference” = of a degree considered to be important April 17 Module - 2

Summary Aerodrome Certification: Is an ICAO Annex 14 standard. Is in ICAO USOAP. Enables a safety assurance approach. Can be achieved using: an appropriate regulatory framework; an acceptable specific Aerodrome Manual; and fulfilling by the aerodrome operator all criteria established by the CAA for the certification. So in summary, the changes in aviation arrangements that have affected aerodromes in recent times relate to aerodrome certification. Certification has been an Annex 14 standard since Amendment 4 to Annex 14 became applicable on 1 November 2001 The scope of Universal Safety Oversight Audits of ICAO Contracting States, from mid 2004 onwards, will examine how State discharge their responsibilities in relation to Annex 14 Certification provides a mechanism for States to regulate aerodromes and to demonstrate how safety assurance oversight is exercised in relation to aerodrome operations, especially at those where international operations occur. And certification con be achieved using a dual approach involving an appropriate regulatory framework and requiring the operator to produce and follow an aerodrome manual. April 17 Module - 2
