2 Conservative Policies
Nixon was a Moderate Republican --more conservative on some issues, more liberal on others Conservative Policies “New Federalism” Revenue Sharing New Federalism is a political philosophy of devolution, or the transfer of certain powers from the United States federal government back to the states. The primary objective of New Federalism, unlike that of the eighteenth-century political philosophy of Federalism, is the restoration to the states of some of the autonomy and power which they lost to the federal government as a consequence of President Franklin Roosevelt's New Deal. It relies upon a Federalist tradition dating back to the founding of the country, as well as the Tenth Amendment. As a policy theme, New Federalism typically involves the federal government providing block grants to the states to resolve a social issue. The federal government then monitors outcomes but provides broad discretion to the states for how the programs are implemented

“Law & Order” Politics --appealing to the need for a stricter criminal justice system --turning away from solving the “root causes” of civil disorder toward protecting personal security & property In politics, law and order refers to demands for a strict criminal justice system, especially in relation to violent and property crime, through stricter criminal penalties. These penalties may include longer terms of imprisonment, mandatory sentencing, three strikes laws, and in some countries, capital punishment. Supporters of "law and order" argue that effective deterrence combined with incarceration is the most effective means of crime prevention. Opponents of law and order argue that a system of harsh criminal punishment is ultimately ineffective because it does not address underlying or systemic causes of crime. "Law and order" was a powerful conservative theme in the U.S. in the 1960s. The leading exponents in the late 1960s were Republicans Ronald Reagan (as governor of California) and Richard Nixon (as presidential candidate in 1968). They used it to dissolve a liberal consensus about crime that involved federal court decisions and a pushback against illegal drugs and violent gang activity. White ethnics in northern cities turned against the Democratic party, blaming it for being soft on crime and rioters[1] First introduced by Barry Goldwater in his ill-fated run for president in 1964, "Law and order" punished Lyndon Johnson and the Democrats and propelled Reagan to the governorship in 1966 and Nixon to the White House in 1968. Liberals, Flamm (2005) argues, were unable to craft a compelling message for anxious voters. Instead, liberals either ignored the crime crisis, claimed that law and order was a racist ruse, or maintained that social programs would solve the "root causes" of civil disorder, which by 1968 seemed increasingly unlikely and contributed to a loss of faith in the ability of the government to do what it was above all sworn to do—protect personal security and private property. Conservatives rejected the liberal notions. "How long are we going to abdicate law and order" House GOP leader Gerald Ford demanded in 1966, "in favor of a soft social theory that the man who heaves a brick through your window or tosses a firebomb into your car is simply the misunderstood and underprivileged product of a broken home?" After Reagan took office in 1981 and started appointing tough conservative judges, the law became as weapon against crime. The number of prisoners tripled from 500,000 in 1980 to 1.5 million in Conservatives at the state level built many more prisons and convicts served much longer terms, with less parole. “Southern Strategy” --gaining political support in the South by appealing to racism Appealing to racism against AA Ordered delays in school integration in SC, MS Opposed integration thru busing In American politics, the Southern strategy refers to the Republican Party's strategy of gaining political support or winning elections in the Southern section of the country by appealing to racism against African Americans.[1][2][3][4][5] Though the "Solid South" had been a longtime Democratic Party stronghold due to the Democratic Party's defense of slavery before the American Civil War and segregation for a century thereafter, many white Southern Democrats stopped supporting the party following the civil rights plank of the Democratic campaign in 1948 (triggering the Dixiecrats), the African-American Civil Rights Movement, the passage of the Civil Rights Act of 1964 and Voting Rights Act of 1965, and desegregation. The strategy was first adopted under future Republican President Richard Nixon and Republican Senator Barry Goldwater[6][7] in the late 1960s.[8] The strategy was successful in many regards. It contributed to the electoral realignment of Southern states to the Republican Party, but at the expense of losing more than 90 percent of black voters to the Democratic Party. As the twentieth century came to a close, the Republican Party began trying to appeal again to black voters, though with little success.[8]

Realpolitik = Dealing with nations in a practical manner based on how much power they have i.e. diplomacy with China despite U.S. opposition to communism and previous focus on containment Secretary of State Henry Kissinger “Real politik marked a departure from the former confrontational policy of containment, which refused to recognize the major Communist countries. On the other hand, Kissinger’s philosophy called for the United States to fully confront the powerful nations of the globe. In the world or realpolitik, however, confrontation largely meant negotiation as well as military engagement.” Textbook (blue version 799) Realpolitik refers to politics or diplomacy based primarily on power and on practical and material factors and considerations, rather than ideological notions or moralistic or ethical premises. The policy of Realpolitik was formally introduced to the Richard Nixon White House by Henry Kissinger.[3] In this context, the policy meant dealing with other powerful nations in a practical manner rather than on the basis of political doctrine or ethics—for instance, Nixon's diplomacy with the People's Republic of China, despite U.S. opposition to communism and the previous doctrine of containment. Another example is Kissinger's use of shuttle diplomacy after the 1973 Arab-Israeli war, where he persuaded the Israelis to withdraw partially from the Sinai in deference to the political realities created by the oil crisis. Realpolitik is distinct from ideological politics in that it is not dictated by a fixed set of rules, but instead tends to be goal-oriented, limited only by practical exigencies. Since realpolitik is ordered toward the most practical means of securing national interests, it can often entail compromising on ideological principles. For example, During the Cold War, the United States often supported authoritarian regimes that were human rights violators, in order to theoretically secure the greater national interest of regional stability. Detractors would characterize this attitude as amoral, while supporters would contend that they are merely operating within limits defined by practical reality. Most recently, former ambassador Dennis Ross advocated this approach to foreign policy in his 2007 book Statecraft: And How to Restore America's Standing in the World. For the purposes of contrast, and speaking in ideal types, political ideologues would tend to favor principle over other considerations. Such individuals or groups can reject compromises which they see as the abandonment of their ideals, and so may sacrifice political gain in favor of adhering to principles they believe to be constitutive of long term goals.

Détente (French meaning "relaxation")[1] is the easing of strained relations, especially in a political situation. The term is often used in reference to the general easing of geo-political tensions between the Soviet Union and the United States which began in 1971, as a foreign policy of U.S. presidents Richard Nixon and Gerald Ford called détente; a 'thawing out' or 'un-freezing' at a period roughly in the middle of the Cold War. Détente was known in Russian as разрядка ("razryadka", loosely meaning "relaxation of tension"). The period was characterized by the signing of treaties such as the SALT I and the Helsinki Accords. A second Arms-Limitation Treaty, SALT II, was discussed but never ratified by the United States. There is still ongoing debate amongst historians as to how successful the détente period was in achieving peace.[2][3] After the Cuban Missile Crisis of 1962, the two superpowers agreed to install a direct hotline between Washington DC and Moscow (the so-called red telephone), enabling leaders of both countries to quickly interact with each other in a time of urgency, and reduce the chances that future crises could escalate into an all-out war. The U.S./U.S.S.R. détente was presented as an applied extension of that thinking. The SALT II pact of the late 1970s continued the work off the SALT I talks, ensuring further reduction in arms by the Soviets and by the US. The Helsinki Accords, in which the Soviets promised to grant free elections in Europe, has been called a major concession to ensure peace by the Soviets. Détente ended after the Soviet intervention in Afghanistan, which led to America's boycott of the 1980 Olympics in Moscow. Ronald Reagan's election as president in 1980, based in large part on an anti-détente campaign ("Détente ... Isn't that what a turkey has with his farmer — until Thanksgiving Day?"),[4] marked the close of détente and a return to Cold War tensions. In his first press conference, president Reagan said "'Détente' has been a one-way street that the Soviet Union has used to pursue its aims."[5] Ping Pong ” Diplomacy

the U.S. and Soviet Union Nixon Visits Moscow May 1972 SALT I Treaty The Strategic Arms Limitation Talks (SALT) were two rounds of bilateral talks and corresponding international treaties involving the United States and the Soviet Union—the Cold War superpowers—on the issue of armament control. The two rounds of talks and agreements were SALT I and SALT II. Negotiations commenced in Helsinki, Finland, in November 1969.[1] SALT I led to the Anti-Ballistic Missile Treaty and an interim agreement between the two countries. Although SALT II resulted in an agreement in 1979, the United States chose not to ratify the treaty in response to the Soviet invasion of Afghanistan, which took place later that year. The United States eventually withdrew from SALT II in 1986. The treaties led to START (Strategic Arms Reduction Treaty), which consisted of START I (a 1991 agreement between the United States and the Soviet Union) and START II (a 1993 agreement between the United States and Russia), both of which placed specific caps on each side's number of nuclear weapons SALT I is the common name for the Strategic Arms Limitation Talks Agreement, also known as the Strategic Arms Limitation Treaty. SALT I froze the number of strategic ballistic missile launchers at existing levels and provided for the addition of new submarine-launched ballistic missile (SLBM) launchers only after the same number of older intercontinental ballistic missile (ICBM) and SLBM launchers had been dismantled. The strategic nuclear forces of the Soviet Union and the United States were changing in character in The total number of missiles held by the United States had been static since 1967 at 1,054 ICBMs and 656 SLBMs but there was an increasing number of missiles with multiple independently targetable reentry vehicle (MIRV) warheads being deployed. MIRVs carried multiple nuclear warheads, often with dummies, to confuse ABM systems, making MIRV defense by ABM systems increasingly difficult and expensive. One clause of the treaty required both countries to limit the number of sites protected by an anti-ballistic missile (ABM) system to two each. The Soviet Union had deployed such a system around Moscow in 1966 and the United States announced an ABM program to protect twelve ICBM sites in A modified two-tier Moscow ABM system is still used. The United States built only one ABM site to protect a Minuteman base in North Dakota where the "Safeguard" Program was deployed.
