2.  Draft Years: 1973, 1982, 1985, 1988  National Scope: First signed by Nixon in 1973. As of November 2011, there has been 51 species delisted and several species populations on this list are increasing. However, if may encourage habitat destruction by landowners who fear losing their land because of the presence of an endangered species.  Purpose: Designed to protect critically imperiled species from extinction caused by humans for reasons such as economic and development growth that doesn’t conserve. It was created to protect the species and the ecosystems they depend on for survival.

3.  Conservation Plans: The amendment created a permit process called a Habitat Conservation Plan to give incentives to nonfederal land managers and private owners to help protect listed and unlisted species. Conservation plans are made to prevent extinction of imperiled plant and animal life, and secondly, to recover and maintain those populations by removing or lessening threats to their survival.  Responsibility for Regulation and Enforcement: This act is administered by two federal agencies; the United States Fish and Wildlife Service (FWS) and the National Oceanic and Atmospheric Administration (NOAA).
