GO Ms.No.192 M.A Dated 31-03-1994, for protection of catchment areas of Himayatsagar and Osmansagar Reservoirs G.O.Ms.No.111 M.A Dated 8-3-19996, for protection of catchment areas of Himayatsagar and Osmansagar Reservoirs (Amendment to GO Ms.No.192) A meeting was held in the Chambers of Secretary MA&UD Dept on 06/08/2005 regarding Reclaiming of encroached lands in Nalas and Water Bodies.With the outcome of the meeting a committee was formed for which The Director of Town and Country Planning,Hyderbad was the nodal officer. (G.O.Ms.No.872) A meeting was held by the Hon'be Chief Minister on 14-11-2006 on conservation and management of lakes in Hyderabad URBAN area. Action plan was designed with the deadline of 2 years. Govt of A.P Revenue Dept with MemoNo.30131 Date:23/07/2007 instructed all the Dist Collectors to issue suitable instructions to all the Revenue Officials concerned to assist the Municipal officials for reclaiming of encroached land in Nalas and water bodies in fixing up the FTL of all lakes/Cheruvus/tanks etc., an rehabilitation. Govt of A.P-MA&UD Dept with MemoNo.18250/H2/2005-11 Date:18.09.2007 to The Director of Town and Country Planning, Hyderabad - Reclaiming of encroached lands in Nalas and Water Bodies. HUDA introduces a notification no. 3195/PR/H/2000 dated 4 May 2000

At last Result of the below......... 1.G.O.Ms.No.111 MA & UD Department dated 08.03.1996 (protection of Catchment area of Osmansagar and Himayatsagar lakes), 2. WP9386/2007 DR.S.JEEVANANDA REDDY,HYD & WP14728/2007 MR. ANIL C DAYAKAR ED., "GAMANA“ & WP20072/2008 SRI K.SIDDULU MUDIRAJ 3.Lr.No.2552/HMDA/2008, Dated : 09/02/2010 4.Lr.No.2522/HMDA/2008, dated : 03/04/2010 We got the G.O.Ms.No.157 which brought the Lake Protection Committee (LPC) into picture. For which “ Metropolitan Commissioner, Hyderabad” is the Chairman with 18 members in the committee (including the Chairman)

Just done with 21 lakes in one year time. 1/5 Wide publicity and awareness campaign for protection of the lakes No publicity or awareness is created. 0/5 To prepare action plan for desilting of the lakes and inflow channels and such other measures required for maintenance or cleaning of the inflow channels in to the lakes and issue instructions / guidelines to the concerned agencies for implementation of action plan. Failure with the action plan.2/5(*) Removal of existing encroachments in the FTL and foreshore areas. Could not stop the new encroachments. Forgetting about the old one’s. 1/5 (*) Lake Protection Committee(LPC) is formed to fulfil the below functions. ( The points are mentioned in the G.O.Ms.No.157)

To clearly demarcate the lakes up to FTL by raising bunds along FTL and arranging for watch and ward for preventing future encroachments and misuse of the lake environment. Failure in demarcating the FTL and was not able to prevent any future encroachments. 0.5/5 To workout and suggest modalities for regulation and rehabilitation of existing activities/structures in the catchment area of Osmansagar and Himayatsagar lakes. They made for the show purpose.1/5 To do such other things as may be incidental or conducive to the efficient administration for protection and improvement of the lakes and their catchments. Nil0/5 Lake Protection Committee(LPC) is formed to fulfil the below functions. ( The points are mentioned in the G.O.Ms.No.157)

Highlights of 1 st LPC meeting. It is decided meetings will took place on every 3rd Friday of the month. List of all Lakes along with FTL in HMDA area to be taken up by Irrigation and Revenue Department. LPC identified 21 lakes on top priority. Action Plan was taken up in the first LPC meeting on the following (21) lakes to complete in 2 to 3 months. Osmansagar and Himayathsagar green buffer zone upstream 500 Mts to 1 Km and downstream 500 Mts. HMDA greenery will be taken up and fencing to be taken up by HMWS&SB. The DGP to provide 40 Home Guards to be posted at the disposal of Enforcement Cell of the HMDA for protection of Lakes. The Executive Engineer (Lakes) will co-ordinate. FTL Stones to be fixed by the Minor Irrigation and each stone should be identified with its longitude and latitude. The Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS) to be explored for taking up the works of lake restoration including channel desilting as well as lake desilting. Collector, Ranga Reddy District suggested that their SDC land protection can be utilized for protection of lakes.

Highlights of 4 th LPC meeting. Fixing of the FTL stones for the 501 lakesIrrigation department prepared a list of 3086 water bodies in the HMDA area. Special committees should be formed under the supervision of JC ( Joint Collectors ) and involve the local community people, Irrigation dept engineers, Revenue Dept, Police Dept In future if there are more funds inflow, the GHMC will develop Greenery around the lake and develop as tourist spot Need to record the complaints received on a ) Lake Encroachments b) Dumping of garbage c ) Cutting of trees. Decided to deploy home guards by special monitoring at the below 4 lakes. Hussain sagar, Himayat Sagar Durgam Cheruvu,Ellam Cheruvu And the complaints actions will be taken by the following departments a) Lake Encroachments – Revenue b) Dumping of garbage – GHMC c) Cutting of trees – Police Department The following responsibilities were identified a)Fixing of FTL by irrigation dept responsibility b)Boundaries identification and removing of encroachments by Revenue c) Removing of Garbage – GHMC

SOUL makes the following demands to the Convener and members of LPC…… 1) The functions/roles/duties of the members in the Lake Protection Committee(LPC) committee need to be clarified properly. 2) NGO's and Active members fighting for lakes protection should be allowed for the Lake Protection Committee (LPC) meetings. 3) Civil societies (NGO's) are against in giving the lakes on adoption basis to Corporate / Private sector for the development and maintenance.(LPC committee chairman suggested his members to examine the proposals of adoption of lakes by the corporate / Private Sector for its development and maintenance in its 4 th LPC meeting.) 4) Home Guards need to be posted at important lakes by HMDA as promised in first Lake Protection Committee(LPC) meeting. The details of the home guards should be made available to public. Contd…….

SOUL makes the following demands to the Convener and members of LPC…… 5) LPC members should initiate legal action on complaints reported with encroachments. 6) Prevent pollution of lakes by untreated effluents from industries and townships by imposing heavy penalties and punishments. 7) Pro-Active action from government agencies for protection of water bodies. 8) Make all the information on water bodies in Hyderabad including area, boundaries, controlling authorities etc public by a common website accessible for everyone.
