2 MOWR vide OM dated 13 th Feb, 2015 set-up following three Sub-committees:  Sub-Committee for comprehensive evaluation of various studies/reports available on issue of ILR;  Sub-Committee for System Studies for identification of most appropriate alternative plan; and  Sub-Committee for Restructuring of NWDA.  In addition, Special Committee decided that existing Group for consensus building between the States headed by Chairman, Central Water Commission (CWC) would be converted into a Sub-Committee for the same purpose. 4 Terms of Reference :  To consider and evaluate various Reports/Studies carried out by NWDA  To consider and review recommendations/suggestions made in the Reports of Task Force on Interlinking of Rivers (2004) and its Sub-Groups/Committees  To review the Status Reports in the form of Affidavits/Counter Affidavits filed before the Hon’ble Supreme Court during the pendency of the Writ Petition on Networking of Rivers Sub-Committee for comprehensive evaluation of various Studies / Reports (contd....) 4

5  Based on above review of Reports/Studies, the Sub- Committee to give suggestions/ recommendations and further course of action for preparation of plans for implementation of ILR Programme  To carry out any other work/studies required to achieve the above objective  The Committee shall submit its Report within a period of 6 months and may meet as frequently as required so as to submit the Report within time limit Sub-Committee for comprehensive evaluation of various Studies / Reports (contd....) 5

7 Terms of Reference :  To consider all the reports of the expert bodies and the status reports filed before the Hon’ble Supreme Court during the pendency of Writ Petition on Networking of Rivers  To carry out comprehensive system studies to examine all the possible alternatives optimising the benefits to the society from the available water resources duly considering all aspects like social, environmental and economic etc.  To carry out critical review of different options and identification of alternative action plans Sub-Committee for system studies for identification of most appropriate alternative plan (contd..) 7

10 Terms of Reference :  To review present organisational structure and staff strength of NWDA vis-à-vis present mandate of NWDA  To suggest suitable modifications in the mandate of NWDA to include various aspects related to implementation of ILR Programme  To suggest suitable organisational structure for NWDA to cover the enhanced mandate for implementation of ILR Programme  To suggest the proposed Organisational Structure for enhanced mandate of NWDA  The Committee shall submit its Report within a period of 2 months and may meet as frequently as required so as to submit the Report within time limit. 11 Setting up of Interactive Group and Resource Sub-Groups on Interlinking of Rivers Chief Advisor, MoWR, RD & GR in meeting held on 2.12.2014 decided to draw a time-bound schedule of interactive meetings with Secretaries and Ministers for WRD and if possible with the Chief Ministers of States, who have expressed their concerns/reservations for the respective link. It was also decided to constitute a interactive Group comprising very senior officers from the Ministry, CWC and NWDA 11

12 Interactive Group  Composition Chairman, CWC Additional Secretary, Ministry of WR, RD & GR Director General, NWDA Joint Secretary (PP), Ministry of WR, RD & GR Commissioner (SP), Ministry of WR, RD & GR This Interactive Group will hold discussions with concerned States to address their link wise specific concerns/reservations and to reach an understanding for taking up Detailed Project Report of link projects and their further implementation. 12

13 Resource Sub Groups To facilitate the Interactive Group regarding discussion with the States, it is proposed to constitute the following Resource Sub Groups: Resource Sub-Group-I --for Manas – Sankosh - Teesta-Ganga, Farakka -Sundarbans and Ganga-Damodar-Subarnarekha links Shri M. K. Sinha Former Chief Engineer, CWC (Retd.). Shri Sinha has also worked as Chief Engineer (North) in NWDA and was responsible for carrying out various studies of the link projects in Himalayan Component of National Perspective Plan projects. Shri V. K. Chawla Former Chief Engineer, CWC, New Delhi (Retd.). Shri Chawla has vast experience in water resources and irrigation planning. 13

14 Terms of Reference:  To review the Feasibility/other relevant reports, identify the main issues and suggest probable approach/solution in respect of following link projects : Manas – Sankosh – Tista- Ganga link Farakka - Sunderbans link Ganga - Damodar- Subarnarekha link  To prepare technical notes as may be required by Interactive Group for discussions with concerned States in respect of above links   First stage work of the Sub-Group will be completed within 4 weeks time 14

15 Resource Sub-Group-II - for Kosi-Ghaghra, Ghaghra-Yamuna, Gandak-Ganga, Sarda-Yamuna links originating from Nepal Shri K P Singh Former Chief Engineer, CWC (Retd.). Shri K P Singh has also worked as Chief Engineer (North) in NWDA and was responsible for carrying out various studies of the link projects of National Perspective Plan. Shri M. S. Gupta Former Director (Retd.), CWC. Shri Gupta has also worked as Chief Engineer in NWDA and has dealt with various studies of the link projects. Director (Tech.), NWDA will provide technical and other assistance to the Sub-Group. 15

16 Terms of Reference:  To review Feasibility/other relevant Reports, identify main issues and suggest probable approach/solution in respect of following link projects: Kosi – Ghaghara Link Ghaghara-Yamuna Link Gandak-Ganga Link Sarda-Yamuna Link  To prepare technical notes as may be required by Interactive Group for discussions with concerned States in respect of above links   First stage work of Sub-Group will be completed within 4 weeks time 16

17 Resource Sub-Group-III - Mahanadi-Godavari and Sabarnarekka-Mahanadi Links Shri D. K. Kaushik Former Chief Engineer, CWC(Retd.). Shri Kaushik has worked as Superintending Engineer in NWDA and dealt with Inter- basin water transfer links. Shri N.J.Singh Former Chief Engineer, CWC(Retd.). Shri Kaushik has worked as Superintending Engineer in NWDA and dealt with Inter- basin water transfer links. Concerned SE, NWDA will provide technical and other assistant to the Sub Group 17

18 Terms of Reference:  To review Feasibility/other relevant Reports, identify main issues and suggest probable approach/solution in respect of following link projects: Mahanandi (Manibhadra)-Godavari (Dolaiswaram) Subarnarekha-Mahanandi  To prepare technical note as may be required by Interactive   Group for discussions with concerned States in respect of above links.  First stage work of the Sub-Group will be completed within 4 weeks time 18

19 Resource Sub-Group-IV - for Godavari Krishna Links Shri M. Illangovan Former Chief Engineer, CWC.(Retired). Shri Illangovan has worked as Chief Engineer (South) in NWDA and was responsible for carrying out various studies of the link project involved in Peninsular Component of National Perspective Plan. Shri. M. D. Radhakrishna Former, Director, CWC (Retired). Shri M. D. Radhakrishna has worked as SE in NWDA and was actively involved in the study of link projects under Peninsular Component of NPP. Superintending Engineer, NWDA, Hyderabad will provide technical and other assistance to the above Sub-Group 19

20 Terms of Reference:  To review Feasibility/other relevant reports, identify main issues and suggest probable approach/solution in respect of following link projects: Godavari (Polavaram)- Krishana (Vijayawada) Link Godavari (Inchampalli)- Krishana (Nagarjunasagar) Link Godavari (Inchampalli)- Krishana (Pulichinatala) Link  To prepare technical note as may be required by Interactive Group for discussions with concerned States in respect of above links.  First stage work of Sub-Group will be completed within 4 weeks time 20

21 Sub-Group - IV will take up work of following links after completion of work of Godavari- Krishna links mentioned above, as the issues of the following 5 links are dependent on the Godavari-Krishna Links. Krishna (Almatti)- Pennar Link Krishna (Srisailam) –Pennar Link Krishna (Nagarjunasagar) – Pennar (Somasila) Link Pennar (Somasila) – Cauvery (Grand Anicut) Link Cauvery (Kattlalai) –Vaigai –Gundar Link Names of resource persons/experts for above 4 Sub-Groups have been proposed in consultation with Chairman, CWC. 21
