Public Institutions Out of State Each State has a large Public Institution which is considered the State’s Flagship school. Highly Selective Schools Typically take less then 25% od applicants and sometimes as low as 6% of students that apply. Expectation is that student’s that get admitted have taken the most rigorous courses at their school and excelled at them. The average ACT is above a 30. These are what we consider DREAM schools even for the best students.
