National Data Repository Meeting 1-3 September 2009 - New Delhi © OECD/IEA - 2009 Despite progress, some problems still remain … Some countries do not send data regularly Some countries do not report some flows, e.g. demand or stocks (close/level) Some countries do not meet the aimed submission for 1-month old data Data submitted by some countries are not always reliable (definition?, other?)

National Data Repository Meeting 1-3 September 2009 - New Delhi © OECD/IEA - 2009 How to communicate results to Ministers Results visible rapidly Results on a country basis A measure easy to understand Objective criteria: timeliness, sustainability and completeness  

Extension of the current oil questionnaire Promotion of the data base – re-looking of the website A data quality analysis More Training Workshops Internships at IEFS

National Data Repository Meeting 1-3 September 2009 - New Delhi © OECD/IEA - 2009 Extending the current questionnaire : a response to user’s needs to have more information and a full oil balance However, countries still have the possibility of submitting the current format NGL and Other Non crude production have been added Naphtha accounts for a large share of other products, so the need to have a special column to report naphtha Kerosene is also used for cooking and lighting in Asia, Africa and Latin America, so the need to differentiate jet kerosene from other kerosene Addition of a few technical flows to be able to make a full oil balance

National Data Repository Meeting 1-3 September 2009 - New Delhi © OECD/IEA - 2009 What Next ? Part VI

National Data Repository Meeting 1-3 September 2009 - New Delhi © OECD/IEA - 2009 What Next? Actively promoting the JODI World database Extending the JODI World database to include additional balance data Extending to other fuels ( e.g. Natural Gas) Annual data on production capacity and investment plans

National Data Repository Meeting 1-3 September 2009 - New Delhi © OECD/IEA - 2009 The JODI Database The Database is Only the Visible Part of the Iceberg… Oil Companies Oil Analysts 90+ Countries 6 Organisations + The IEFS

National Data Repository Meeting 1-3 September 2009 - New Delhi © OECD/IEA - 2009 The Indirect Impacts of JODI Raising the profile of oil (and energy) statistics at the highest level (8 th, 9 th,10 th and 11 th IEF Forum, etc.) Improving the quality, timeliness and coverage of oil (and energy) statistics world wide Strengthening the links between organisations, countries and companies Creating a momentum to strengthen cooperation and work on harmonization (InterEnerStat, the Oslo City Group, etc.)

National Data Repository Meeting 1-3 September 2009 - New Delhi © OECD/IEA - 2009 Lessons From the Initiative  A lot can be achieved by working together  A close interaction between organisations, countries and the industry is key to move a process  Political backing is essential  Improving data transparency will not happen over night  Transparency will not happen without full participation of all parties
