9 Local Economy Tuguegarao City’s economy slowly shifted from agriculture to trade and commerce and to business, government, industry and tourism services. As the seat of government and center of education, the city is a magnet to investors, professionals, skilled laborers and to migrants from less-privileged parts of the country.

10 Housing Situation Doubled up households 3.28% Unacceptable dwelling units 0.13% Poverty is the main reason for the inability of these households to acquire decent houses. Tuguegarao City attracts many poor households because of the presence of free government services for education, health, social welfare, protective services, agriculture, livelihood and training support and because of the high demand for cheap labor.
