2 New Users should click on ‘Register’. Returning users can Reset password and retrieve it under ‘Forgot Password?’ Note: Passwords must be 6 characters one of which is a number.

3 Important: ‘Work Address 1’ may be the same as the organization information. The organization listed MUST be a City or County in order to apply for CDBG funds. City or County address goes here

4 Please choose the appropriate AOG Region When finished, scroll back to top of the page (previous slide) and click on ‘Register’

6 ‘Forgot Password?’ allows user to retrieve password if forgotten. DO NOT call state staff to request your password – state staff does not have access to your forgotten password ‘Reset Password’ allows user to change password. NOTE: your user ID is typically your 1 st name initial and last name followed by the number 1. Example: Cheryl Brown = CBrown1

8 Type in the information provided to you in your confirmation email Type in your personal password – remember it – we don’t have an easy password recovery system Password must be at least 6 characters one of them being a number

17 Click on the funding program listed in the ‘Title’ column

18 Review the information, then scroll down screen

19 Review information on this screen. Click on attachments and URL for additional information on funding, then scroll back to top of screen.

21 4. ‘Save’ Note Instructions. 1. Type in a project title 2. Select county or counties served by project 3. Select name from drop-down box. Note: Only the names of registered users will appear.

23 Open Sub-recipient Component

24 If your entity is a non-profit organization, a special service district, a fire district, a housing authority, etc. enter your information. Otherwise check ‘Not Applicable’ then ‘Save’

25 When filling out number fields i.e. phone & fax, type only numbers, dashes will insert automatically Non-profits, Housing Authorities, Special Districts, Fire Districts, etc: Fill out all fields and leave this box unchecked; ‘Save’

26 Made an error or left a field blank? ‘Edit’ to correct, otherwise ‘Continue’ to open next component

27 Open ‘Engineer Or Architect’ Component Note: If you have a construction or infrastructure project it is required to fill out the ‘Engineer Or Architect’ component of the application; otherwise, you may skip to the next component

28 Fill out the Engineer/Architect information and ‘Save’

29 Review information and ‘Continue’ if the information is correct; otherwise ‘Edit’ to make any corrections

30 Open ‘First Public Participation’ Component

31 ‘Edit’ to add dates of public notice and hearing

32 Enter dates of public notice and hearing; ‘Save’ Note: 1. Slashes will auto-populate the date fields as you enter the dates. 2. A dialogue box prompts you if the hearing date entered is less than 7 days or more than 14 days from the public notice date. Clear the box by clicking ‘OK’, correct date and ‘Save’

34 Open the ‘Second Public Participation’ Component Note: The Second Public Participation section is not required until your application is rated and ranked and is awarded funds. However, you still need to open this component of the application and click ‘Save’ without any dates. A check mark will appear in the ‘Complete?’ column to show that you have viewed and completed this part of the application; without a check mark you risk an incomplete application.

36 Open the ‘Scope of Work’ Component

37 Insert scope of work following instructions to the left and ‘Save’ Note: Please attach engineer’s cost estimate if you are doing a construction project

38 Review information; ‘Edit’ to make any corrections, otherwise ‘Continue’ to next component of the application

39 Open the ‘Budget’ Component

40 ‘Add’ to enter budget

41 ‘Year’ is auto-populated with current program year; ‘Save’ to add year and to open budget page Note: If you have a multi-year project, the ‘Year’ field will auto-populate the years consecutively when you click the ‘Add’ button to add each budget.

42 Enter budget information Note: If you have ‘Other Funds’, you will FIRST and FOREMOST click ‘Add’ to enter ‘Other Project Funding’ information before entering budget line items. If you do not have ‘Other Funds’, enter budget line items for ‘CDBG Funds’ column and then ‘Save’.

43 Dialogue box will prompt you if you enter ‘Other Funds’ budget line items BEFORE adding ‘Other Project Funding’ information. ‘OK’ to clear dialogue box and click on ‘Add’.

44 Select ‘Type’ of funding from drop-down box

45 Enter name of ‘Source’, Select ‘Status’ of application from drop-down box

46 Enter ‘Amount’ – ‘Save’

47 You can now enter budget line items by clicking on ‘Edit’

50 Open the ‘Project Timeline’ Component Note: Timeline is optional but may be helpful in managing your project.

53 Open the ‘Other Requirements’ Component

54 All fields in this component are required as indicated by asterisks. Make selections for each field with a drop-down arrow by clicking on it and then ‘Save’ Note: Hold ‘Control’ key on your keyboard and arrow down with mouse to make multiple activity selections.

55 Open the ‘Internal Control Questionnaire’ Component Note to Non-profits, Housing Authority, etc: Internal Control Questionnaire is to be filled out by City or County sponsoring your application

56 ‘Edit’ to complete all parts of questionnaire

57 Complete all parts of the questionnaire, then ‘Save’

58 ‘Preview’ to review application

59 IMPORTANT Note: 1. Application is not received by state office if you do not click on ‘Submit’. Paper copies of the application will NOT be accepted. 2. All components must be checked completed in order to submit the application. ‘Submit’ will complete the application and send it to the state office for funding consideration
