Background u Johnson County, KS u 20 incorporated cities u Population 451,086 (2000 census) u Total land area = 480 sq miles u Johnson County Stormwater Management Program

Background u 1998 – 2002 u 7 Watershed Studies u Goals: –Identify flooding problems –Develop solutions –Generate new 100-yr floodplain maps for existing and fully developed conditions –Update FEMA regulatory 100-yr floodplain maps u 2007 - City of Olathe u Investigating general flooding complaints u Notifying property owners of floodplain updates

The SMAC Process u SMAC’s Primary Goal: Funding projects that eliminate structure and street flooding u Funded through a 0.1% sales tax in Johnson County u To be eligible for SMAC funding several steps must be taken: u Quantify the extent of flooding in an initial SMAC packet u Complete a Preliminary Engineering Study u Evaluation by SMAC of Preliminary Engineering Study u Placement on SMAC funding list, based on estimated cost of the project vs. flood reduction benefit
