1
Short and Long Range Water Supply Planning and Aquifer Performance Test (APT)
2
Strategic Action Plan and Council Goals GOAL 1 : Expansion To anticipate the need for additional services and infrastructure to provide opportunities for mixed use development with goods, services, and employment. Objective 1.2 To assess the need to expand infrastructure for sustainable growth Strategy 1.2.2: Coordinate facility capacity upgrades to meet the City’s growth needs appropriately
3
Capacity Distribution Capacity – how much water can the pumping, piping and storage deliver to the customers, including fire flow (measured in gallons per minute and psi of pressure) Permitted Design Capacity – how much water you are allowed to treat (measured in million gallons per day (MGD) at the treatment plants Wellfield Capacity – how much water can your wellfield infrastructure deliver to the treatment plants (measured in million gallons per day (MGD) and/or gallons per minute) Source Water Allocation - how much raw water will the St Johns River Water Management District permit you to pull out of the ground (measured in million gallons per day (MGD) based on an annual average day)
4
Current Water Capacity Analysis Water Plant #1 and #3 Permitted Design Capacity - 9.0 MGD 51 Wells Supplied from the Confined Surficial Aquifer Available Wellfield Capacity is currently 9.2 million MGD Consumptive Use Permit Source Water Allocation – 6.875 MGD annual average day Water Treatment Plant #2 Permitted Design Capacity - 7.58 MGD 8 Wells Supplied from the Fresh Upper Floridan Aquifer Available Wellfield Capacity is currently 2.5 MGD Consumptive Use Permit Source Water Allocation – 4.150 MGD annual average day North Wellfield Capacity 9.2 MGD South Wellfield Capacity 2.5 MGD Current Limiting Capacity Combined Wellfield Capacity 11.7 MGD Future Limiting Capacity

Future Potential Water Supply Fresh Goundwater Confined Surficial and South Zone Upper Floridan Aquifers Alternative Water Brackish Water – North Zone Upper Floridan Aquifer Fresh Water Concentrate Stormwater and Reclaimed Water for Irrigation Reclaimed Water for Indirect Freshwater Aquifer Recharge Sea Water
8
Water Supply Availability Allocation requests require an Impact Analysis to assure negative surface impacts don’t occur due to withdrawals Fresh Water – Run existing model using existing data to complete an impact analysis Brackish Ground Water – No data available to run in the model, need to collect data (APT) to complete impact analysis Sea Water – Coquina Coast project provided background and feasibility determination of the source of supply
9
Timeframes to Determine Supply Availability (Complete Impact Analysis) Fresh Groundwater – 2 Years Brackish Groundwater – 3 Years Sea Water – 5 to 10 Years
10
Timeframes to Implement Supply (Assuming a Favorable Impact Analysis) Fresh Groundwater – Permit Allocation, Funding, Acquire Wellsites, Design, Construct wells and Raw Water Collection Pipeline: 5 years Brackish Groundwater - Permit Allocation, Funding, Design, Construct wells, Raw Water Collection and Concentrate Pipelines, Modify Treatment Plant: 7 years Sea Water - Permit Allocation, Permit Outfall, Funding, Acquire Plant site, Intake site and Outfall site, Design, Construct Feed-water Pipe and Concentrate Outfall Pipe: 10 - 15 years
11
When is Supply Needed Projected Average Day System Demand Flow Exceeds Permitted Allocation in 2023 Projected Maximum Day System Demand Flow Exceeds Actual Supply Capacity in 2022
12
How Much Supply Capacity Need to Reserve Permitted Source Water Allocation Capacity and Wellfield Capacity to Allow for Growth and Water Quality Protection that includes: Planning, Funding, Permitting, Design, Construction, Maintenance, Rotation and Resting ≈ 3.0 MGD more than current average day system demand flow Need Enough Wells to Allow for Rotational Operations and Resting to Maintain Water Quality ≈ 10 wells at 0.3 MGD each, (actual well rates determined by an impact analysis) Wellfield Capacity Planned for in the Five (5) year C.I.P.
13
Water Supply Improvements Planned in Current 5 year C.I.P. 2015 – Complete APT towards developing an alternative water supply -$550,000.00 with a 33% SJRWMD Cost Share Match of $164,142.00 2015-2017 – WTP #2 Wellfield Expansion - $3,310,000.00 2016-2020 – Well Construction Replacements - $250,000.00 per year
14
Recommendations Based on the timeframes needed to determine availability, develop the impact analysis and implement the use of brackish water for supply to WTP #3, staff recommends starting the investigation at this time. In following Council’s goals, staff recommends that City Council approve the Aquifer Performance Test (APT) project at this time
