Affiliation & Insurance *Research into other Insurance options cannot provide a large enough Risk/Reward platform to make premiums affordable with the THSBA's planned expansion. * Based upon our previous experience with the B.A.S.S. High School Nation program, participation rates would most likely decline by choosing to re- affiliate with B.A.S.S. * The TBF SAF program provides a more comprehensive Insurance offering with minimal paperwork and management. * TBF SAF Affiliation also gives our student anglers competition options beyond the State level. Challenges: At present, all other Texas High School fishing organizations are TBF Affiliated. This makes cross organizational events quite challenging. Current Insurance provider, SMIC, is limited in general scope, is paperwork intensive, lacks flexibility with organizational growth, and is cost prohibitive for longer term THSBA Association plans. Options: *** B.A.S.S. High School Nation Program *** TBF Student Angler Federation *** Investigate Other Insurance Providers Recommendation: Move THSBA Affiliation to the TBF Student Angler Federation

Growth & Expansion * Further divide the current East and West Divisions into Northeast, East, and Greater D/FW for the upcoming season. * Adding the Houston High School Fishing Conference will create (2) Regions for the upcoming season. This aligns with our plans to move to a true “Playoff” or “Fish-Off” system. * Continue to evaluate and assess the feasibility of expansion from interested schools in the West, Central, and South Texas areas. * The goal is to keep tournament field sizes within our desired safety protocols, (100) to (150) boats, while being sensitive to the advertising and marketing goals of our generous THSBA sponsors. Challenges: The THSBA and High School fishing across the State of Texas, continues to experience unprecedented growth. Current field sizes are already exceeding the safety and capacity protocols put into place for our North Texas area lakes. To prevent increased tournament commuting miles and respect the pocketbooks of our participating parents and boat captains, additional Divisions are needed. Accompanying our organic growth is the interest of other Statewide organizations wishing to join the THSBA. This will require the THSBA to secure the appropriate tournament resources and oversight to fulfill the growing demand of student anglers across our State. These will be addressed in later slides. Options: *** Expand THSBA from existing (2) Divisions to (3) Divisions in North Texas *** Add a Greater Houston Division starting with the Houston High School Fishing Conference *** Continue to evaluate additional Divisions Recommendation: Implement these changes for the 2015-2016 Season.

Leadership & Tournament Oversight * Have a Board of Directors that looks something like: President, Vice-President, Treasurer, Secretary, and (4) Division Directors. This initial (8) person body will governs all “In Season” decisions. For every Division added, so will be added another Board member position. No more than (2) Board positions per Division and all members serve (2) seasons with alternating years of service to ensure continuity. * Contract an Independent Tournament Director(s) and Key Staff for all THSBA events. Contract at a Flat Rate Fee of $500 per event plus travel expenses, (mileage and motel only), or a Fee of $7.00 per Boat. Responsible for moving event trailer to and from event, set up, tear down, tournament operations, and reporting results back to the THSBA via current tournament operating software. * Contract a part-time Office Administrator ($13,800 for 46 weeks) to handle THSBA membership, tournament entries, website, social media, and sending out press releases after each event. Cost for this resource would be covered as part of the annual membership dues. * Implement an Online tournament registration process using technology like Google Docs while observing strict compliance with tournament entry deadline dates. (No Late Entries) Challenges: Divisional expansion and our increased geographic footprint will require a revised Leadership platform to ensure consistent tournament oversight, equity in use of Association logistical equipment, and Board representation to ensure the interests of all student anglers across the State are considered. Options: *** Reconstruct the Board of Directors to include seats for each Division of the THSBA as a governing body for all “In Season” decisions. *** Contract a Tournament Director(s) with Key position staff for all THSBA events. Contract a part-time Office Administrator to handle annual membership, tournament registration, and post tournament results through THSBA social media. *** Automate with Online Registration Process Recommendation: Implement these changes for the 2015-2016 Season.

Road to the Championship ”Fish –Off” System * Each Division competes in (5) Open tournaments. TOP 100 teams advance to Divisional Championship with School of the Year. TOP 50 teams from each Divisional along with School competition winner from Divisional advance to Regional Championship. Top 6 teams from each Regional advance to the State Invitational Championship. Joining these State qualifiers are the TOP 6 AOY finishers from each Division along with the School Championship winners from each Regional to recognize outstanding achievement over the course of the entire season. * With a Reconstructed Open Entry Fee of $50.00, student anglers will compete for scholarships at the Divisional, Regional, and State Championship tournaments. This gives our student anglers (3) times more scholarship opportunities. * This system allows each Association to secure or maintain existing Divisional and/or Regional sponsorship dollars separate from other organizations. We recognize and respect the importance of these pre- existing relationships specific your geographic footprint. * Create a Tournament Committee with representation from all participating organizations that will the pick the lake, plan all activities, and coordinate corporate level sponsorship for the State Championship event. Challenges: For (3) years now Texas High School Fishing has been looking for a way to crown a “True” Texas Champion. Large scale Open events have left participants dissatisfied with the process. Further differences in organizational structure, affiliation, insurance, and sponsorship commitments have complicated the equation further. With the State divided, we need a system similar to other competitive “Team” sports. Ideas: *** Design a Playoff or “Fish-Off” system within the THSBA that is fair and can then be extrapolated to all other Associations respecting size, affiliation, and insurance differences that can reach cross organizational boundaries across the State of Texas. *** System in place, create a Statewide Championship Invitational Tournament for all Associations that meet participation criteria. *** With Corporate Sponsorship partners, award scholarships, prizes, and trophies to the TOP performing teams at this annual event. Recommendation: Implement these changes for the 2015-2016 Season.

Education, Volunteerism, & Team Development * Promote outdoor education awareness through classroom courses such as Boater Safety Certification, online video series tutorials such as the “Faculty of Fishing”, “The BASS Academy”, or other similar DVD and “You Tube” programs. Member clubs will be awarded Club of Year Points based upon student anglers acquiring certifications and completing online course instruction. Organize a team field trips to the TPWD Athens Fishery Center, a local fish farm, the Skeeter Boats plant in Kilgore, or tour a fishing industry related business such as a boat dealership or bait company to better understand the manufacturing, distribution, and marketing process. * Clubs should require all members to participate in at least (1) volunteer event throughout the year. Examples would include working a Bass Champs, TTBC, or Non-Division THSBA Open tournament to assist with tournament operations when not competing in the event. Reach out to and provide volunteer assistance with the TPWD, Army Corp of Engineers, River Authorities, and local Sportsman’s Associations to assist with projects including aquatic restoration, invasive species identification, placement of fish attractors, and lake area clean ups. * Community involvement should be given a high priority by all THSBA member clubs. Engage your squad by having them adopt a neighboring Junior High and start a fishing program that will act as a feeder system for your high school squad. This would include having student anglers working with these kids in teaching basic casting skills, bait identification, and the sharing of fishing techniques to start them in the process. Have your club host and run a “From the Bank” or “Inshore” tournament for a Junior High program or Kid-Fish operation in your community. Involve your programs in community events such as parades, county fairs, or annual festivals with a booth for team exposure and fund raising activities. Challenges: While many of our member teams have participated in various aspects of this topic, few have incorporated a comprehensive student angler program that embraces the educational element, volunteerism, and community involvement. Each of these areas are equally as important as the Spirit of fishing competition. As these young people begin to mature, our roles as Team Advisors should include mentoring and developing the character and minds of our student anglers. Ideas: *** Incorporate into the new season membership packet and bylaws, educational goals, volunteer expectations of all member clubs, and team involvement in at least one community service project during the competition year. *** Create a system with quantitative metrics that measure and rank each squad in all categories based on performance over the course of the year. *** Recognize and reward the member club with the highest overall metric score and crown a Club of the Year Champion. Recommendation: Implement these changes for the 2015-2016 Season.

Financial Needs & Funding Options * With (26) tournaments and an average field size of (125) boats per event, will cost $25,000. Pole current tournament organizations and inquire if interest in supporting the THSBA across all Divisions. Volume of tournaments should help negotiate a reasonable rate not to exceed $10.00 per boat per event. If search uncovers no reasonable offers, then seek to purchase a (24) foot event trailer with office at $10,000. Then nominate and contract an internal resource to run all events for a flat tournament fee of $500 plus travel expenses to tournament destinations. * Contract rates for Polygraph Services around $400 per examination or. With a projected average field size of (125) boats, costs would equals $3.25 per boat per event. Live Release trailer can be rented from Tournament Finder for $190 per weekend. Using the (125) average boat, this equates to $1.50 per boat per event. Suggest offering season long contract to parties for all services at these rates. * Contract a Part-Time Office/Admin support resource to handle all THSBA tournament entries, membership, website, social media, press releases, and tournament result reporting as directed by the Board of Directors. Contract structured as $13,800 for (46) weeks approximately 20-hours weekly. With (4) Divisions and the (125) boat average field size, equals $4.25 per boat per tournament. * Fund Tournament Director, New Event Trailer, Polygraph Services, Live Release Trailer, and Part-Time Office Administrator season contracts through THSBA membership and/or tournament entry fee increases. Challenges: Our explosive growth has created the need to review and assess our Financial and Logistical resources as we move into the new year. Current year operating costs are approaching $6600. Expansion will require an additional event trailer, polygraph services, live release trailer resources, and office personnel to handle weekly events. Options: *** Contract an outside Tournament Director and weigh-in resources or purchase an additional THSBA event trailer and share this resource across all Divisions with internal tournament oversight. *** Contract Polygraph Services and a Live Release trailer for all THSBA events. Possibility of converting the current flatbed trailer into a live release trailer. *** Contract Office/Admin support for next year. Recommendation: Implement these changes for the 2015-2016 Season.
