Complexity and Reality of our Task? Bringing together agencies who serve: Children in 10 School Districts Spanning 20 Cities Working with 21 law enforcement agencies Covering 1200 Square Miles Addressing a variety of Fiscal and Legal Implications spanning 6 State and County Agencies Coming to a complete understanding and agreement on language that has different meaning depending on your agency;

Beginning MOU Activity Asked all represented Agencies and School Districts to conduct a presentation focused on: What is your core mission/charge/funding structure? Share an overall Organizational Chart for your agency? What is it you are mandated to provide? What is the biggest misconception about your agency? 9 Surgeon General’s Report In the first US Surgeon General’s report on Children’s Mental Health, David Satcher summarized the research findings on treatment approaches: The multiple problems associated with “serious emotional disturbance” in children and adolescence are best addressed with a “systems” approach in which multiple service sectors work in an organized, collaborative way. Research on effectiveness shows positive results for systems and functional outcomes for children from such an approach. David Satcher, MD 1999

Background Increased interest from different agencies and schools expressing need for coordinated efforts in serving youth in Marion County; Recognition that there was a general lack of understanding of roles and responsibilities of the involved agencies serving youth;

Background Witnessed successes in specific instances where a MOU has proven helpful and provided clarity; Seen and felt an increase in high risk and special needs youth in our communities Increase in substitute care providers in Marion County Lack of systemic understanding led to frustration and mistrust between agencies

Desired Outcomes… Assist in the stability of youth placements Improved performance and progress for youth when transitioning between schools Develop clearer understanding of each agency’s roles and responsibilities Provide contact and emergency numbers for each agency represented in the MOU Establish a starting point for further work in communication of the MOU to county and state agencies, private agencies and others who have placement opportunities located in Marion County

Key Point of the MOU - Enrollment in Marion County Schools: Advanced notification of a child or youth’s transition from residential treatment, youth corrections facility, or foster care will enable all agencies the ability to participate in planning and coordinating for a child or youth’s services and allow for a systematic and smooth transition. The use of the Student Initial Transition Summary Form and a follow-up telephone call to a designated school administrator (see attached list of points of contact in Appendices) would constitute adequate notification of a child or youth’s intent to enroll in school.

Communication Confidentiality Participating agencies will provide information to each other in accordance with Oregon laws and other specific laws regulating each agency. Each participating agency will share information necessary for assuring the security and safety of children and youth such as those listed in the Safety and Priority Notification Section.

Communication Safety and Priority Notification Spelled out clearly when it is a priority to call an agency point of contact; In all cases, the school administrator and parent/guardian will notify each other when there are significant behavior concerns. Incidents that require suspension or expulsion consideration are regarded as “significant”. Other student specific behavior incidents previously agreed to will also be reported.

Dispute Resolution All participating agencies will encourage their respective staffs to resolve disputes through honest and open communication between the individuals having the dispute at the lowest possible level. It is the intent of all agreeable parties to maintain current practice and levels of effort. Quarterly follow-up meetings with the MOU Development Group are being planned to address the use of the MOU and follow-up with concerns.
