8 Stakeholder engagement Agreeing on underlying principles and designing an open and inclusive process is as important as choosing specific tools. At this stage, the focus is on reaching agreement on objectives, responsibilities and accountability for implementation of the adaptation plan. Methods and tools for facilitation and conflict resolution, and incorporating stakeholder input.
