1 DESIGNING AN EFFECTIVE WORKPLACE SAFETY STRATEGY Presented by Rick Vines CDTA Director of Risk Management

2 Capital District Transportation Authority CDTA has six sites: 3 bus garages, 2 train stations and a training and communications center CDTA has 650 employees – about 360 are bus operators and about 120 are maintenance employees – we have a fleet of 300 busses

3 CDTA CONTINUED CDTA operates fixed route and paratransit service trips within a 4 county area: Albany, Schenectady, Saratoga and Rensselaer CDTA ridership is currently about 16 million a year AMTRAK is our major tenant at our train stations in Rensselaer and Saratoga Springs

4 PROGRAM AGENDA  EMPLOYEE INJURIES AND SAFETY POLICY  INJURY PREVENTABILITY PROCESS  TRAINING  TRANSITIONAL WORK PROGRAM  PROCUREMENT AND OPERATIONS  WORKPLACE SAFETY AUDITS  MEASURING PROGRAM EFFECTIVENESS

5 HOW INJURIES OCCUR On average about 30% are slips/falls stepping on objects 20% are assisting patrons using wheelchairs and using accessible equipment 30% are lifting/ other activities mostly in maintenance

6 SAFETY POLICY  CLEARLY STATES INDIVIDUAL RESPONSIBILITY  FUNDAMENTAL PART OF TRAINING  HOLDS EMPLOYEES ACCOUNTABLE

7 Assess your environment Eliminate and report all obvious hazards Plan your work activities Know how to handle tools/equipment Read and follow all safety instructions Use PPE as required Keep all pits covered Work from floor level Avoid lifting if at all possible-ask for help INJURY PREVENTION

8 INJURY PREVENTABILITY PROCESS  EVERY INJURY INVESTIGATED  EVERY INJURY JUDGED  DISCIPLINE ISSUED IF PREVENTABLE  LOSS OF AWARDS  MANDATORY REMEDIAL TRAINING

9 TRAINING  INITIAL  TARGETED INDIVIDUAL  TARGETED GROUP  REFRESHER  ACTIVITY BASED

10 TRANSITIONAL WORK PROGRAM  LIGHT DUTY ASSIGNMENTS  WORKS WITHIN RESTRICTIONS  UP TO 120 DAYS

11 PROCUREMENT CONSIDERS INJURY TRENDS  BUS DESIGN- AUTOMATED FEATURES  TOOLING AND EQUIPMENT  WATER COOLERS

12 OPERATIONS HANDLING BUS ISSUES ON THE ROAD FLUID LOSS BRAKES STEERING SUSPENSION FUMES CDTA has implemented strict protocols for handling these events

13 WORKPLACE SAFETY AUDIT  PERIODIC REVIEW  REPORT GENERATED W/ ASSIGNMENTS  CORRECTIVE ACTIONS  MANAGEMENT CLOSE OUT

14 MEASURING PROGRAM EFFECTIVENESS COMPREHENSIVE APPROACH INITIATED JAN.1, 2008  PERIODIC REPORTS ON PROGRESS  DELIVERED TO ALL LEVELS OF EMPLOYEES  RESULTS EXTREMELY FAVORABLE
