2 Why do we offer bilingual education? The premise supporting bilingual education is the fact that students bring 5 years of Spanish oral language to their schooling experience.

3 Texas Regulations 29 Establishment of bilingual education and special language programs in the public schools 89 It is the policy of the state that every student identified as limited English proficient shall be provided a full opportunity to participate in a bilingual education or English as a second language program 74 English Language Proficiency Standards

4 Pre-K Program Implementation Three hours daily at 3 ECS, Harrington and Head Start* Strengthen oral language proficiency in the native language plus develop oral language proficiency (BICS) in English Pre-literacy skills will be developed in native language

5 Kindergarten Program Implementation 150-180 minutes 60-75 minutes 45-60 minutes

6 1st Grade Program Implementation * Second Semester: Small group English literacy instruction during Spanish guided reading time. 120-145 minutes 70-80 minutes 80-90 minutes

7 2nd Grade Program Implementation 120-135 minutes 75-90 minutes 80-90 minutes * Newcomer students may receive Spanish reading instruction if below 2 nd grade Spanish reading level.

8 3rd/4th/5th Grade Program Implementation * Use students’ native language to scaffold instruction. * Newcomers may receive small group reading instruction in Spanish. 105-120 minutes 75-90 minutes 90-105 minutes

10 Exiting and Re-Offering Students Participating in the Bilingual Program follow the same Exit Criteria as students participating in the ESL program. ESL is not a transition program for bilingual students. Send supporting documentation to Emelia, when reoffering the bilingual or ESL program to M1 or M2 students.

11 FAQ A child come to PreK or K with a 1, in LAS Links for both languages. Isn’t is better to put him in ESL and not bilingual ? Are we a dual language program? PES? Why doesn’t ___ bilingual school offer a 5 th grade bilingual classroom?

12 Esperanza Spanish literacy Intervention Used as Tier 3 Spanish Literacy Intervention Esperanza- New kits were bought for all campuses. One literacy specialist per campus was trained Follow up at Instructional support meeting on January 14, 2011

13 Additional Support Teacher Support – Instructional specialists PAL- Grade 1-2 students developed in Tejas Lee at winter assessment will be invited to participate in PAL transition program
